The primary purpose of this position is: To serve as Airfield Manager, providing oversight of the Airfield Management function.
Conditions of Employment Continued: This position is a "Key" position.
It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively.
Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status.
IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity.
Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions Transportation Operations Series 2150.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.
Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal.
This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; Knowledge of DOD, Air Force, Federal Aviation Administration, International Civil Aviation rules, and other applicable laws, regulations, instructions, and directives as they pertain to airfield standards, air traffic control, aircraft operations characteristics, and airfield management; Knowledge of safety and security regulations, practices, and procedures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DOD, Air Force, Federal Aviation Administration, International Civil Aviation rules, and other applicable laws, regulations, instructions, and directives as they pertain to airfield standards, air traffic control, aircraft operations characteristics, and airfield management.
Knowledge of safety and security regulations, practices, and procedures.
Ability to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources, and to mentor, motivate, and appraise the staff of an organization.
Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Plans, organizes, and oversees the activities of the Airfield Management/Base Operations. Oversees maintenance and operation of the airfield to ensure compliance with all applicable safety regulations.
Represents the installation for all airfield management matters at various conferences, meetings, and one-on-one dealings with local officials, other DoD components, and other Federal and State organizations concerning management and use of the airfield.
Performs supervisory personnel management responsibilities.
