GENERAL EXPERIENCE: Have 1-year specialized experience equivalent to GS-11. SPECIALIZED EXPERIENCE: Have 1-year specialized experience equivalent to GS-12.
Experience, education, or training performing, administering, or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs.
Experience interpreting applicable Federal, State, and local laws, and regulations concerning transportation and traffic procedures.
Knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States). Major Duties:
Position Description # T7150000 POSITION DUTIES: The Airfield Manager exercises initiative and judgment in daily direction and oversight of a small Type 2 ARNG Army airfield that does not include air traffic controllers (ATC) or airspace information center (AIC) services.
Duties include the entire airfield organization including the functional areas of airfield operations, airfield safety, airfield/aircraft services, and assigned personnel. MAJOR DUTIES: 1.
The Airfield Manager is responsible for the oversight and management of the airfield and associated services including airfield safety, flight operations, and aircraft services.
Manages the airfield in accordance with applicable Army regulations (AR), United Facilities Criteria (UFC), Engineering Technical Letters (ETL), and applicable Federal Aviation Administration (FAA) Advisory Circulars to support garrison, transient, and tenant unit flight operations.
Provides advice on aviation matters, and airfield representation at installation planning boards and aviation safety and standardization meetings. (Approx. 30%) 2.
SUPERVISORY DUTIES: Provides daily supervision and oversight of all airfield operations and airfield/aircraft services.
Explains work requirements, methods, and procedures, gives special instructions on unusual or one-time work situations, and implements new or revised procedures.
Makes or approves selection for subordinate positions. Initiates action to promote, reassign, or affect other status changes of assigned personnel. Oversees attendance and leave.
Ensures development of appropriate local training programs that support functional training, career development, and civilian education and training plans.
Develops performance elements and standards, prepares and discusses performance appraisals, and counsels employees on performance or disciplinary problems.
Plans, oversees, assigns, and evaluates work of subordinates and the unit. Assures reasonable equity among subordinates of performance standards and rating techniques.
Advises employees on the EEO and administrative grievance process and procedures. Makes decisions on work challenges presented by employees.
Hears and resolves group grievances or serious employee complaints; reviews and approves serious disciplinary actions. Ensures that safety measures are observed.
Disseminates pertinentadministrative information to employees and ensures compliance. (Approx. 25%) 3.
Develops, implements, manages, and annually reviews airfield-related plans and programs including the Airfield Safety Program, Foreign Object Damage (FOD) Prevention Program, Quality Assurance Program, Wildlife Hazard Management Program, Airfield Management Training Program, and Flightline Driving Training Program.
Coordinates with external agencies to ensure airfield requirements are included in installation-level plans such as Snow and Ice Removal Plan, Physical Security/Anti-Hijacking Plan, Aircraft Pre-Accident Plan, and Public Relations/Noise Abatement Programs.
Develops inter and intra agency letters and memorandums of agreement (LOA/MOA) and operating instructions in support of airfield and airspace requirements. (Approx. 25%) 4.
Responsible for conducting daily and annual inspections of runways, taxiways, parking ramps, lighting and clearance areas.
Responds to flight safety hazards affecting the environment and maintains a hazard log. Initiates overdue aircraft procedures and activates secondary crash alarm system.
Responds to emergency situations on the airfield. Closes or suspends operations to runways, taxiways, and parking ramps when hazards are identified or aviation safety is jeopardized.
Procures, maintains, and produces information on safe operation of aircraft through the national airspace system (NAS) including flight plans, flight information publications (FLIP), aeronautical charts and maps, Notices to Airmen (NOTAM), local airfield and navigational aid status, and weather information.
Processes requests for Prior Permission Required (PPR), Civil Aircraft Landing Permits (CALP) and Army Aircraft Landing Authorization Numbers (AALAN). (Approx. 20%) 5.
