The primary purpose of this position is to serve as the DAF Environmental Impact Analysis Process (EIAP) Airspace and Range (A&R) Technical Advisor (TA) and as a lead consultant for conduct of A&R EIAP projects to comply with the National Environmental Policy Act (NEPA) in support of Air Force and Space Force decision making at all levels of Command.
BASIC REQUIREMENT FOR GS-0020 Community Planner: A Bachelor's degree (or higher) in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

OR COMBINATION OF EDUCATION AND EXPERIENCE: Courses equivalent to a major in one of the disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the disciplines, as shown above, of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

To be acceptable, the program must lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET OR include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR COMBINATION OF EDUCATION AND EXPERIENCE: College-level education, training, and/or technical experience that furnished a thorough knowledge of the physical and mathematical sciences underlying professional engineering AND a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
You must submit a copy of transcripts In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have or within 120 days of the closing date will have, at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems.
Specialized experience is experience includes providing direction, technical expertise, project development, execution, training, advisory services, and program management for environmental restoration programs/projects.
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for GS-0020 Community Planning Series; GS-0401 General Natural Resources Management/Biological Sciences Series; GS-0800 Professional Engineering Series; and GS-1301 General Physical Science Series.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of the legal drivers and regulatory requirements for the National Environmental Policy Act (NEPA), DOD NEPA Implementing Procedures and associated DAF Guidance (Environmental Impact Analysis Process (EIAP)) and other associated requirements.
Professional knowledge of NEPA/EIAP concepts, principles, and practices and familiarity with other engineering and scientific disciplines and practices specific to Airspace and Range projects.
Knowledge of engineering and scientific standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local regulations.
Knowledge of health, security, safety, and environmental requirements as outlined in applicable standards and regulations to ensure all environmental requirements are met.
Knowledge of standard contracting regulations, practices, and procedures.
Skill in written and oral communications to write and disseminate technical guidance, standards and criteria, letters, bulletins, etc., conduct briefings, present issues and recommendations and teach technical courses.
Ability to analyze a variety of situations and develop procedures to effect timely and economical solutions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

Major Duties:
Develops updates and regularly communicates to the DAF NEPA enterprise relevant Code of Federal Regulations (CFR), Air Force Instructions, playbooks and handbooks, technical guidance, fact sheets and other similar forms of written and electronic communication related to all aspects of the Airspace and Range EIAP program including technical approaches and processes, planning, programming, and project execution with the overarching goals of improving the quality of the Airspace and Range NEPA/EIAP process, while streamlining environmental timelines and controlling costs.
Provides professional consultant services to proponent organizations, stakeholders, and decision makers at all levels of DAF to assist with Airspace and Range EIAP management and decisions.
Leads or supports coordination between the parties (DAF, Federal Aviation Administration, federal/state/tribal/local governments, public, general counsel, Judge Advocate, etc.) engaged for approval or consultation regarding Airspace and Range NEPA/EIAP projects.
Identifies procedural and technical problems or shortcomings in the DAF's Airspace and Range environmental impact analysis process and develops solutions and guidance for NEPA practitioners at installation, MAJCOM, AFCEC, and other support agency levels.
Provides final technical authority on critical Airspace and Range NEPA/EIAP document reviews.
Reviews, develops, and coordinates directives, instructions, handbooks, technical letters and technical data.
Teaches and provides materials and guidance for courses at Air Force Institute of Technology and other organizations as necessary. Programs resources to meet all identified requirements.
