The primary purpose of this position is: to facilitate all C-17, C-37 and C-40 flight operations conducted by the 15th Airlift Wing and 154th Wing. Conditions of Employment.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.

Employee must pass initial and periodic short notice drug testing.

Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

IAW, DoDI 3020-42, Defense Continuity Programs. This position is designated as a key position IAW AFI 36-507.

Duties of this position are essential to the accomplishment of wartime/contingency operations.

Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series 2150.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.

Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal.

This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; comprehensive knowledge of the worldwide DOD Airlift System, route sets, prioritization and scheduling policies; comprehensive knowledge of C-17, C-37 and C-40 (airlift) operations policies, principles and practices and skill in applying analytical and evaluative methods to issues concerning the efficiency and effectiveness of program operations; comprehensive knowledge of flight plans, clearance authorities and restrictions.

OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.

if related, education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible.

One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Position requires a thorough knowledge and understanding of flying operations and flight training requirements.

Ability to coordinate complex issues and resolve difficult problems with other bases and AMD or TACC agencies while articulating and representing the Operations Group Commander's point of view.

Considerable tact and sound judgment are essential to perform duties effectively while under pressure of heavy workload involving multiple taskings and short deadlines.

Ability to locate, assemble, understand and compose information for development of the Monthly Operations Plan (flying schedule). Ability to communicate effectively, both verbally and in writing.

Articulate in written and verbal communication providing presentations to senior leadership within the Wing and have a working knowledge of Microsoft Excel, Word and Power Point presentations.

Ability to plan, organize work and meet deadlines. Knowledge of a wide range of C-17, C-37 and C-40 operations policies, principles, practices, operational concepts, procedures and guidelines.

Knowledge of C-17, C-37 and C-40 performance capabilities and limitations. Knowledge of C-17, C-37 and C-40 operations directives, plans, regulations, techniques, systems and processes.

Knowledge of various computer systems that pertain to transportation/air refueling operations and those systems required to perform work.

Knowledge of flight operations, visual and instrument flight rules, Federal Aviation Regulations, airfield information and restrictions, en route supplements, etc.

Knowledge of diplomatic clearance requirements worldwide.

Knowledge of flying restrictions, Flight Information Publications (FLIP) documents, guidelines and worldwide route planning, international airway routes and structure, oceanic routes, controlled and special use airspace, aeronautical charts, airways and flight issues.

Knowledge of aircrew flying limitations and crew rest requirements. Ability to develop a mission itinerary.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Functions as a Wing Airlift Director (Barrel), responsible for managing aircrew and aircraft allocations for higher headquarters tasked missions and the execution of the flying training programs for the 15th Airlift Wing and 154th Wing.

Reviews and evaluates scheduled airlift missions planned by the TACC's Channel, SAAM Exercise and Contingency cells or by Kenney Headquarters AMD for accuracy and efficiency.

Provides briefings of the Flying Schedule to the senior staff and support functions while chairing the daily Airlift Operations Directive (AOD) meetings.

Assists with personnel management of current operations employees: As an Air Operations Specialist, coordinates a staff of civilians and military personnel.

Demonstrates a commitment to Operational Risk Management (ORM) principles and ideas necessary to foster an environment for continuous change and improvement.
