This position works collaboratively with agency leaders across all divisions to ensure agency policies align with organizational goals and compliance requirements.
The position partners closely with HR, Communications, Innovation and Technology Division (ITD), the Financial Services Division (FSD), and the Compliance and Contracts Division (CCD) to ensure effective implementation, training, and agency-wide awareness of new or revised agency policies. Additionally, this position is a member of Commerce’s Policy Core Team which is responsible for the development, review, and coordination of agency policies, ensuring effective and efficient internal agency operations.
The
Agency Policy & Strategy Lead
is responsible for the seamless coordination and execution of strategic initiatives, administration-wide operations, agency policy development, and performance management efforts. This position plays a crucial role in facilitating communication, project tracking, and operation efficiency across the agency’s administrations.
This position is also responsible for leading, drafting and implementing agency-wide policy and strategic initiatives. This position manages agency policies from drafting and review to implementation and tracking, while ensuring compliance with RCW, WAC, and internal governance standards with final approval reserved for the Director or designee. The role oversees on-going strategic planning efforts, facilitates cross-divisional collaboration, and ensures agency-wide communication and training for policy implementation.
This position will be based either in our Seattle or Olympia offices.
Requirements
Project Management & Strategic Implementation: Drive agency strategic initiatives by leading strategic planning for policy, operations, and administration priorities, ensuring alignment with agency-wide objectives and tracking key performance indicators (KPIs) and outcomes across administrations.
• Support agency strategic initiatives by participating in strategic planning for policy, operations, and administration priorities.
• Ensure alignment with agency-wide objectives.
• Track and report on key performance indicators (KPIs) and outcomes for the Executive Strategy and Engagement Administration and other administrations.
• Facilitate multidisciplinary teams to address complex policy and operational challenges.
• Develop measurable goals and KPIs for policy and strategic initiatives.Policy Leadership & Governance: Lead agency-wide policy development, amendment, and implementation by facilitating review and approval processes, maintaining comprehensive tracking systems, and ensuring compliance with statutory requirements.
• Convene and lead the Policy Core Team, coordinate biennial policy reviews, and ensure sunset dates are accurately tracked.
• Review and edit draft policies before submission, and facilitate legal review during policy development as needed.
• Create and maintain a comprehensive policy tracking system to monitor status, sunset dates, and compliance requirements.
• Oversee adherence to statutory policy requirements throughout development, review, and implementation processes.Process Improvement & Oversight: Design and implement process improvement strategies for policy development and maintenance, monitor compliance and effectiveness, and recommend adjustments to enhance efficiency and performance.
• Evaluate policy processes, implement improvements, and monitor compliance to ensure effectiveness and sustained performance.
• Develop and maintain policy planner tools and templates to standardize policy drafting and approval processes.
• Identify operational gaps and roadblocks in policy implementation and propose solutions.Coordination & Special Projects: Coordinate administration-wide efforts to ensure operational alignment across divisions and lead special projects assigned by executive leadership to achieve strategic objectives.
• Work with staff at all levels to implement administration objectives.
• Track and monitor project deadlines and outcomes.
• Lead cross-division collaboration on bundled policies to ensure consistency.Operational Research: Conduct policy and operational research and analysis to inform decision-making and support process improvements that enhance agency efficiency and effectiveness.
• Conduct program research and recommend actions on proposed rules and policies.
• Support operational improvements through data-driven analysis.Policy Impact Analysis & Support: Analyze policy impacts and collaborate with financial teams to provide budgetary and operational insights that guide informed policy decisions.
• Assess financial implications of policy changes.
• Support Executive Strategy and Engagement Administration with impact research.Policy Impact & Change Communication: Serve as the primary point of contact for internal policy communication by ensuring consistent messaging, timely updates, and effective engagement with leadership and staff.
• Develop and publish policy digests or updates summarizing progress and next steps for agency staff.
• Communicate implementation plans for notifying all staff when new or revised policies are adopted.Training: Coordinate policy-related training and awareness initiatives by partnering with HR and Communications teams to ensure agency-wide understanding and compliance.
• Develop and deliver policy training with HR Training Team and policy owners.
• Ensure agency-wide awareness and understanding of policies.
• Collaborate on creating supplemental training materials for staff involved in drafting and reviewing policies.
Qualifications
Required Education and/or Experience:
Five years of professional administrative executive-level and project management experience working in the government, public administration, business administration, organizational management or related field.
OR
Associate's degree and three years of professional administrative executive-level and project management experience working in the government, public administration, business administration, organizational management or related field.
OR
A bachelor's degree and one year of professional administrative executive-level and project management experience working in the government, public administration, business administration, organizational management or related field.

• Ability to exercise independent judgment in policy and strategic matters.
• Ability to lead a team of multidisciplinary agency stakeholders, staff, and subject matter experts.
Preferred/Desired Education and Experience:• Master’s degree in public administration, business administration, organizational management or related field.• Certified Diversity Professional (CDP) or Certified Diversity Executive (CDE).• Knowledge of state and federal legislative and budget management.• Experience of principles of legislative and rule-making processes.• Knowledge of statutory authority, administrative operations, and organizational structure.• Experience in tactical, strategic planning, and quality improvement initiatives.
