A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. Work Environment:
This position is full-time, federally funded (funding is expected to continue indefinitely unless otherwise indicated in this posting), FLSA exempt, and is Hybrid (Remote/Home Office with a requirement to report to Work location per business needs).

Work Unit Summary:
Adult education serves thousands of adults 17 and older in need of a high school credential, improved English language skills and job upskilling that will lead to meaningful employment, helping to break cycles of poverty and building stronger local communities within Colorado. The Adult Education Program Coordinator supports grantees (school districts, non-profits, community colleges, libraries, etc.) that receive federal Adult Education and Family Literacy Act competitive grant funds to efficiently and effectively utilize resources and align funding to strengthen adult education instructional delivery in local workforce areas across Colorado.

Position Summary:
In this role, you will support the ongoing quality and compliance of a portfolio of adult education programs funded through the Colorado Department of Education and the Federal Department of Education as a member of the Adult Education Initiatives team. You will work directly with program directors across the state to help them navigate grant requirements and ensure high-quality programming for learners. Additional responsibilities include designing and delivering statewide trainings and professional development opportunities, collecting and evaluating program data, conducting on-site program monitoring and support visits, and helping drive program effectiveness and innovation at the state and local levels.

The final salary is anticipated to fall within the posted salary range; however, it could be higher or lower depending on the knowledge, skills, abilities, and other qualifications of the preferred candidate while considering internal equity.

Major Duties and Responsibilities:
Grant Management
Develop strategies with grantees to meet federal performance measures, including employment outcomes and measurable skill gains (high school equivalency attainment, entrance into postsecondary education/training and assessment level gains).
Develop and collaborate with grantees regarding effective program design as needed which may include sharing models, examples, and engage in hands-on support unique to each program
Develop and implement protocols and strategies to ensure deliverables/goals are met.
Implement Colorado's state plan as required by the Workforce, Innovation and Opportunity Act (WIOA) by focusing on performance goals and state plan objectives as well as the state Adult Education and Literacy Act of 2014.
Increase grantee capacity through Adult Education and Family Literacy Act (AEFLA) grant activities and connect them to appropriate local WIOA partners.
Implement C.R.S., 22-10-101 - 107 and 1 CCR 301-98.
Increase grantee capacity through Adult Education and Literacy Act (AELA) grant activities and connect them to appropriate local partners.
Interface with grantees and collaborate with other CDE staff.
Initiate improvements to operational policies and procedures, making any necessary modifications based on analysis of performance and operational capacity in support of the Colorado Department of Education strategic plan and the Colorado WIOA state plan.
Other duties as assigned.

Monitoring and Reporting
Analyze data and collaborate with other team members in the Adult Education Initiatives Office (AEI) to identify and implement technical assistance strategies.
Engage with the Adult Education Data Manager to ensure actionable and useful monitoring and reporting results are available, including conducting required activities and reporting. Responsible for understanding the evaluation methodology, reporting, meeting deadlines, and communicating about the outcomes.
Use data to assess project implementation and quality and guide quality improvement in collaboration with program partners.
Utilize the LACES data management system to support accurate grantee reporting.
Responsible for coordinating risk assessment for the assigned caseload of grantees.

Technical Support and Professional Development
Utilize adult learning theory and best practices to support grantees.
Identify and disseminate best practices in adult education programming and implementation.
Make formal and informal presentations about the program, promising practices, and lessons learned upon request.
Convene the grantees as needed to support their work and provide technical assistance.
Collaborate with the Instructional and Learning Coordinator to develop professional learning for the field

Project Management Responsibilities
Maintain documentation regarding policies, strategies, and best practices
Develop reports, papers, and conference presentations (as applicable) on program improvement
Work with the supervisor to develop communications and messaging relevant to the content lead areas to keep all stakeholders engaged and informed.
Responsible for general projects in core adult education program areas and additional program areas such as Integrated Education and Training, Family Literacy, Workplace Literacy, Distance Education, Workforce Partnerships
Managing and completing project tasks assigned to your assigned grantees


Qualifications

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Bachelor's or equivalent AND Four (4) years of work experience to include:
  • Experience with grant management.
  • Experience in conducting program evaluation, producing reports, grant reporting or writing.
  • Experience as the primary point of contact, facilitating clear communication between stakeholders and teams.

QUALIFICATIONS AND CONDITIONS:
Qualifications for Success in the Position:
  • Identify complex problems, seek out relevant information to inform the solution, develop and evaluate options and implement solutions.
  • Proficient in project management and coordination.
  • The ability and willingness to travel.
  • Experience in a customer service-facing role.
  • The ability to pass a background check which includes a motor vehicle records search.
  • Preferred - Experience in state or federal grant management.
  • Preferred - Experience in conducting program evaluation and producing reports.
  • Preferred - Experience as the primary point of contact, facilitating clear communication between stakeholders and technical teams.
  • Preferred - Experience using LiteracyPro’s LACES data system or other data systems.
  • Strong written and verbal communication skills.
  • Strong attention to detail (proofing work, spelling, grammar, formatting, etc.).
  • Demonstrated ability to effectively balance quality of work and productivity expectations
  • Demonstrated ability to effectively collaborate with internal and external customers (e.g. school districts, other CDE units)
  • Demonstrated ability to prioritize and organize work to accommodate and meet the changing needs of the department and meet deadlines
  • Demonstrated ability to take initiative and exhibit a proactive approach to work
  • Demonstrated ability to identify problems and recommend solutions prior to the standard being jeopardized
  • Demonstrated ability to work independently, as well as, on a team
  • Ability and willingness to travel

  • License and/or Certification Requirements: Preferred: Adult Basic Education Authorization.
