Full Job Description

This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12.

You will serve as a Human Resources Specialist (Staffing and Classification) in the Human Resources Division (Code 1013) of the Naval Surface Warfare Center Panama City Division.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Performing duties in both staffing and classification for a NAVSEA Warfare Centers (WFC) Demonstration Project organization.

  • You will apply advanced knowledge and expertise in classification, staffing, recruitment, placement, and compensation to support the Naval Surface Warfare Center's (NSWC) mission
  • You will serves as a strategic advisor to management on all aspects of human resources, providing proactive solutions to complex workforce challenges.
  • You will apply expert knowledge of classification principles and practices to determine appropriate occupational series, titles, pay bands, and pay levels under the Demonstration Project pay system.
  • You will maintain current awareness of classification appeal decisions and analyzes their impact on organizational structure and classification practices within NSWC.
  • You will develop recommendations to ensure consistent application of classification standards and policies.
  • You will consult with management to provide insight into establishing efficient and cost-effective organizational structures that support desired pay bands, facilitate career development, and comply with applicable regulations and NSWC policy.
  • You will strategically advise management on organizational design options that align with NSWC's mission and strategic goals, considering factors such as span of control, reporting relationships, and workload distribution.
  • You will exercise expert judgment in making fine distinctions in the proper crediting of factor levels and ultimate allocation of pay bands to positions.
  • You will clearly communicate pay band determinations to management, providing comprehensive supporting criteria and justification.
  • You will assist in the planning and execution of studies to identify short- and long-range classification needs, proactively addressing potential challenges and opportunities.
  • You will advise managers on the design of positions within a complex organizational environment, ensuring alignment with strategic goals and operational requirements.
  • You will provide expert advice to management on the application of accepted classification principles and rules of judgment in analyzing contentious and complex individual position and organizational structure issues.
  • You will develop and implement processes that support the consistent application of classification guidance across NSWC Panama City Division, promoting fairness and transparency.
  • You will develop and communicate internal classification policies and procedures, ensuring clarity and accessibility for all stakeholders.
  • You will provide expert technical guidance on the impact of agency-directed actions (e.g., reduction-in-force, transfer of function, reorganization) on classification and organizational structure.
  • You will provide strategic advisement to management on minimizing the negative impact of such actions and maximizing opportunities for workforce optimization.
