Full Job Description

You will serve as a ADMINISTRATIVE SPECIALIST in the Office of Small Business Programs of NAVWARSYSCEN PACIFIC SAN DIEGO CA.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band NO-04 in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Providing guidance to contact specialists and program/customer personnel in planning, negotiating, and administering contracts; providing contract support.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will advise the Commanding Officer and senior leadership on all matters related to the Small Business Program; to include the feasibility and impact of Small Business plans, policies and decisions.
  • You will establish and implement program objectives to ensure compliance with legal and regulatory directives governing the Small Business program.
  • You will provide training to all levels of the command, on small business issues. This includes training to Contracts Specialists on an annual basis.
  • You will develop and execute the small business strategic vision and strategic plan.
  • You will analyzes and develops NIWC Pacific’s position on new or revised Legislative/regulatory policies and changes to existing legislative/regulatory policies effecting Small Business programs.
  • You will participate fully in the development and implementation of a robust enterprise-wide Small Business Program to facilitate achievement of NIWC Pacific’s Small Business Goals.
  • You will prepares informational material to inform, clarify and explain small business regulations and policy changes to Contracts Department personnel, as well as other personnel across the Center.
  • You will analyze small business utilization and trends, inclusive of socio-economic programs for Service-Disabled Veteran Owned Small Business, Woman-Owned Small Business, Small Disadvantaged Business etc.
  • You will assist NIWC Pacific in meeting their small business goals including the socioeconomic categories
