The Administrative Services Officer III reports to the department head or designee, or to a higher level administrative class. Incumbents are subject to general direction, and perform duties and represent the department independently within all areas of responsibility. Duties are usually performed in the department's central administrative office, but, in the largest, most complex departments may be performed in a division or other organizational sub-unit.

The Administrative Services Officer III supervises the central administrative section, including one or more administrative positions, plus technical and clerical support personnel. Emphasis of duties is on the full range of administrative activities including researching, preparing, presenting, and monitoring the department budget and other fiscal matters; participating in a staff capacity in management of the department; and, supervising and providing the full range of administrative support services including policies, procedures, budgets, contracts, facilities, systems, collections, grants, equipment, supplies, personnel and special projects.

Two years of experience in Sacramento County service in the class of Administrative Services Officer II and/or Associate Administrative Analyst.Or: 2.

Two years of administrative experience at the advanced journey level or higher; such experience (1) must be comparable to and equivalent to the duties of Administrative Services Officer II as described in the Distinguishing Characteristics and Examples of Duties for that class; and (2) must include duties in departmental budget preparation and control; research, development and implementation of policies, programs, organization and work procedures; office management in such areas as equipment, supplies, personnel, and contracts; written and oral presentations; and directing the work of clerical, technical, or administrative personnel.NOTE: THE OBJECTIVE OF THIS MINIMUM QUALIFICATION is experience that would enable an appointee to perform, and supervise an administrative staff in performing, the full range of administrative support services with only minimal orientation to the specific job assignment in a County department.Typically, such experience includes: the work experience as described above; and supplemented by education in the form of a bachelor's or higher degree, or college coursework, or college level training, or in-service training in the fields of public administration, business administration, economics, accounting, management or personnel, or a field directly related to the duties of the class.Governmental experience in administrative support services is preferable, although experience in private enterprise may provide some of the necessary background.

Within County service, experience in a class that is above the journey level at the advanced journey or supervisory level may provide the necessary background if it included the duties described in the Minimum Qualifications above.NOTES APPLICABLE TO MINIMUM QUALIFICATIONS FOR THIS CLASS:1.

Where experience in "Sacramento County service" is used, it means experience in a Sacramento County Department or Office or Sacramento County Municipal or Superior Court, which is listed in the annual salary resolution.3.

All experience means paid experience unless otherwise stated.4.

All experience requirements are stated in terms of full-time experience; part-time experience is acceptable and is converted to full-time on the basis of: 173.6 hours = 21.7 days = 1 work month.General QualificationsSystems Coordinator Clause: Some positions within this class may require specific knowledge and abilities to perform the responsibilities of a system coordinator function.

These include knowledge of systems and data processing concepts and terminology; costing and budgeting techniques; the ability to understand and apply the knowledge unique to the operating department; analyze system requirements, design solutions and implement processes and communicate with users who have no technical data processing background.

In some cases, application programming using a variety of programming languages or system utility languages may be performed by incumbents.

The Systems Coordinator function is not limited to data processing systems alone but also includes the management and coordination of departmental manual as well as data processing systems.

This functional responsibility is a department-wide responsibility and not that of single position's work assignment.

Designation must be approved by the Department of Personnel Services (formerly the Department of Human Resources) from a classification and testing perspective on a position by position basis.Where required, these special skills may be used in performing such tasks as the following:1.

Plans, coordinates, supervises and participates in system analysis, development, design and documentation involving the use of both computerized and manual systems.2.

Coordinates system activities between the operating department and other appropriate resources, including the Office of Communication and Information Technology.3.

Meets with and assists users within the operating department on existing systems, as well as, future application design to effectively prioritize and allocate departmental resources.4.

Monitors and evaluates projects to assure quality and timely completion.5.

Prepares time and costs estimates of proposed projects and applications; evaluating and selecting computer hardware and software products.6.

Prepares and administers the operating department data processing budget.7. Performs application programming using programming languages, system utility languages and job control languages.8.

The Civil Service Commission approved the use of selective certification for the above special skills for Administrative Services Officer on August 22, 1985.Probationary PeriodThe probationary period for this classification is six (6) months.

    This examination will evaluate the relevance, level, recency, progression and quality of candidate's education, training and experience.

    The candidate's application or other materials will not be included in this examination.

    Therefore, the candidate's responses to the supplemental questionnaire should be thorough, detailed and complete.

    The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.


    All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their governmentjobs.com inbox.

    Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
