Job Description

Summary

This job involves supporting the Director of Maintenance in an Air Force unit by managing administrative tasks related to aircraft upkeep, personnel, and resources to keep operations running smoothly.

It requires coordinating with various departments like engineering and supply to handle day-to-day maintenance needs.

A good fit would be someone with experience in administrative support, basic knowledge of military or aviation maintenance, and strong organizational skills who enjoys working in a structured team environment.

The primary purpose of this position is to serve as the Maintenance Operations Support Manager to the Director of Maintenance (DOM).

This position is located within the Maintenance Directorate (Group Equivalent) function and reports to the DOM.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series,0301 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems.

Examples of specialized experience includes knowledge of maintenance management and organization methods, principles and theories, including standardized administrative practices and procedures common to the organization or area of responsibility.

Knowledge of the fundamental principles, concepts, techniques, standards, processes, and guides of civilian personnel management.

OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of the aircraft maintenance organization and knowledge of the functions and operations of other wing/base activities: Civil Engineering, Personnel, Manpower, Supply, Operations, Training and Resource Management.

2. Knowledge and understanding of aircraft generally accepted maintenance practices, concepts, functions and philosophies. 3.

Knowledge of the laws, rules, and regulations governing federal civilian personnel management. 4. Knowledge of civilian pay budget polices and procedures.

Knowledge and general understanding of Air Force, Major Command, and military traditions related to protocol and/or public affairs programs. 5.

Skill to negotiate and/or defend findings and support program concepts.

Skill in analyzing a wide variety of work force data to provide recommendations for improving Unit's human resource management program. 6.

Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relations.

Ability to translate management goals and objectives into well-coordinated and controlled work operations, resolving problems as they occur.

Ability to assess training needs and explain technical maintenance related procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Consults and provides guidance to aircraft maintenance personnel and management on, protocol, awards programs, administrative actions, public relations, and personnel issues.

Responsible for individual and unit awards program for the Maintenance Directorate. Serves as the public relations manager for the Maintenance Directorate complex.

Serves as the Maintenance Directorate point of contact and office of primary responsibility for all inspections, staff assistance visits, and field visits by higher headquarters units.

Carries out special assignments. Performs personnel administration duties. Provides written operating instructions and determines performance standards for annual appraisals.

Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts.
