Job Description

Summary

This job involves handling all the behind-the-scenes administrative tasks for the Nursing Service in a VA hospital, such as managing budgets, supporting staff hiring and training, and preparing reports to keep things running smoothly.

Full Job Description

This position is located at the Miami VA Health System Office of Patient Care Services.

The primary purpose of the Patient Care Services (PCS)Administrative Officer is to perform all administrative functions to include a variety of related administrative matters in support of one of 2 services under the PCS -Nursing Service umbrella.

This announcement will be used to fill additional Administrative Officer vacancies under Office of Patient Care Services.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/31/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: compiling information and preparing administrative reports for briefings; coordinating and monitoring the functions of administrative services within an office; managing budget activities; assisting with human resources functions to include recruitment, position classification, performance, training, etc.; providing advice and assistance to managers and staff concerning personnel processes and procedures; and coordinating with management to control purchasing and use of supplies.

OR, Education: Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have successfully completed a master's degree or equivalent graduate degree or two (2) full years of graduate level education leading to such a degree in a related field that demonstrates my ability to perform the duties of this position.

Major Duties:

Serve as the Nursing Service technical expert regarding personnel administration issues. Coordinator for any human resource management activities within the service.

Assist managers in projecting staffing needs, developing job analysis, preparing performance plans and appraisals, processing training requests, and drafting disciplinary and adverse actions.

Review outgoing correspondence for determination of accuracy of information, proper composition, proper format, and whether such correspondence conforms to current VA policies, instructions, and regulations.

Administer space and equipment programs.

Develop the need for and maintains an awareness of available resources and makes recommendation to the Nursing Operations service Line regarding needs, distribution, or redistribution of these resources.

Gather and analyze budget needs of the Healthcare System in relation to Nursing Operations and supervises all phases of budgeting within administrative requirements.

Develop monthly and quarterly cost ceilings while maintaining running control of funds to ensure that accounts are within authorized levels.

Prepare budget package for submission to the budget office and responds to all questions from that office.

Discuss, investigate, and respond to employee grievances and dissatisfactions to resolve conflicts. Act as the liaison with Human Resources concerning personnel-related matters.

Lead in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management.

Pulled and maintained monthly performance reports from Power BI and report to Chief Nurses.
