This position serves as the Supervisory Administrative Officer for the Geriatrics/Long-Term Care (G/L TC) Service at the Martinsburg VAMC.
This position is directly accountable to the G/L TC, Service Chief and has responsibility for the day-to-day administrative operations and budgetary activities related to the assigned Service.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/17/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Administrative and managerial support in clinical and administrative programs; Knowledge of medical sharing contracts; Memorandums of agreement; Fee-Basis agreements; Working independently on administrative and operational issues; Assessing priorities to meet organizational needs; Planning training and development of staff; Assigning work to staff; HR Information systems; Communicates, interprets, and advises on federal and agency personnel policies, regulations, and procedures; etc.

Major Duties:
Duties may include but are not limited to: Coordinates the administrative functions of the G/L TC Service and gives administrative and managerial support to all professional programs under the supervision of the Chief of G/L TC in execution of assigned tasks.
Assists clinical services, related projects, and communicates at multiple levels on behalf of the Chief of G/L TC and clinical and administrative programs.
Assures the professional and management programs are integrated to provide optimized patient care, and the most effective utilization of resources.
Independently works with the services reporting to the Chief of G/L TC on their administrative and operational issues, providing guidance based on VA directives and regulations, VAMC policies, and good management principles.
Ability to apply the specialized principles and practices of health care management in supporting the healthcare delivery system.
Provides full staff assistance on administrative matters affecting patient care, education, and organizational policy.
Provides comprehensive resource allocation information in support of decisions involving organizational funds.
Provides technical and administrative supervision to all other administrative, title 5 personnel in the service line ranging from GS-5 level to GS-9 level.
Reviews all actions and requests received by the clinical and administrative services or from external entities (i.e., VA Central Office, VISN, Congressional Offices, etc.).
Provides full assistance to the Chief of G/L TC through analysis of service, workload, staffing levels, cost-effectiveness, helps formulate professional and allied health policies and programs.
Identifies alternative programs and plans, providing staff assistance and participating in the discussions leading the formulation of Medicine strategic plans and programs.
Generates innovative ideas and solutions to resolve provision of specialty services such as developing community partnerships, development of service agreements and MOUs to obtain services remotely from other VHA sites via telehealth, a-Consult and WC modalities.
Provides technical expertise in the field of health care planning and comprehensive advice and assistance to superiors regarding possible need for revision of regulations and policies governing planning activities.
Advises and assists the Chief of G/L TC in planning, development, and operation of the Ambulatory Care services and programs. Consolidates and prepares planning documents for submission.

Reviews equipment requests, makes recommendation on priority of requests, and ensures that the requests are submitted with appropriate justification.
Reviews and discusses each equipment request with the appropriate Section Chief, obtaining information on equipment and procedures currently used, patient care benefits, or cost savings anticipated from the new equipment.
Analyzes the necessary human resources, equipment, and space to effectively support the mission of individual organizational units. Administers budget for assigned control points.
Establishes administrative controls aimed at ensuring remedial actions are completed as proposed. Provides technical and administrative supervision of a small subordinate staff.
Plan work to be accomplished by subordinates, set, and adjust short-term priorities, and prepare schedules for completion of work.
Assigns work to subordinates based on priorities and capabilities of employees. Evaluates work performance of subordinates.
Hears and resolves complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager.
Imposes minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases. Other tasks/duties as assigned. Work Schedule: Full time. Monday through Friday.
