It requires overseeing personnel, finances, and planning to ensure smooth service delivery for veterans.

This position reports directly to the Chief Community Care (VACC) and serves as senior coordinator to the Veterans Affairs Community Care (VACC) Service Chief directing and coordinating the administrative, operational, and planning activities within the service.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Specialized experience would typically include, but are not limited to: experience in personnel management and office administration; conducting the budgeting and financial management for an organization; providing advice and assistance to managers and staff personnel on processes and procedures; planning, managing, and directing, supervising, and/or leading others in administrative functions; assisting in staffing needs, recommending appropriate actions or suggesting alternatives; performing financial management work; managing procurement; tracking management of services and activities of work operations in a program or program support setting; preparing recurring and non-recurring statistical reports; and conducting studies to collect data.
OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D.
or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related.
Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.. OR, Combination: Applicants may also combine education and experience to qualify at this level.
You must have an combination of specialized experience and education beyond the 36 semester hours of graduate education earned.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.
Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: The work is primarily sedentary, although some physical effort may be required, regarding activities such as meeting setup, health fair venues and management of the equipment inventory list.

Major Duties:
The primary functions of this position involve providing administrative support to the Chief of VACC as warranted, participating with the Chief in strategic planning; creating and maintaining statistical data for decision making purposes; developing and monitoring cost effective programs; developing business, administrative, and clinical processes, methods and tools to systematically evaluate program activities and effectiveness which includes in-depth monitoring and analysis of processes, assisting with prepping schedules, handling customer inquiries and complaints, and drafting correspondence, and supporting/providing back up for the Service's ADPAC.
Duties included but not limited to: The incumbent is responsible for providing various administrative services; carrying out a variety of analysis functions related to VACC and serving as the focal point and resource person responsible for the development, implementation, evaluation, interpretation, revision, and necessary corrective action of all applicable administrative policies, functions, activities, operations and programs for the VACC.
The incumbent is a primary resource for collecting, compiling, and/or tracking projects related to VACC, such as: consults, authorizations, payments, scheduling, VSSC, HealthNet contract, and the preparation and resolution of in-depth research related to problems occurring within the VACC Service.
Incumbent participates in meetings at various organizational levels to include within the VACC department, at Facility level, YISN, regional and national offices of Community Care and provides feedback, follow up and summaries of meetings to Service Chief when necessary.
Coordinates activities performs analytical trending and evaluative work associated with VACC such as consults, authorizations, payments, scheduling, VSSC, Community Care contract.
The incumbent of this position will also administer space and equipment programs. Establishes HR/Equipment/Space Policy for the unique and/or complex Service Line.
The incumbent has the authority to plan for revised space assignments to investigators and to reallocate space to meet these demands.
The incumbent of this position manages and coordinates all administrative aspects of the Service.
Responsible for developing both long and short-range policies and plans for the organization by coordinating the medical administration needs of the organization(s) for which accountable.
