Full Job Description

The Administrative Officer is primarily responsible for leading the Pharmacy Service in the main Medical Center and Community Based Outpatient Clinics (CBOCs) administratively.

The position provides leadership, support, guidance, and supervises the administrative staff.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/11/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-11 Administrative Officer You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: overseeing administrative processes and programs such as contract management, funds management, scheduling, and/or staffing; monitoring compliance with assignments, deadlines, and communications; reviewing and analyzing data to develop action plans; advising management on matters impacted by policy; serving as a Contracting Officer Representative; preparing detailed and complex contract packages; formulating budget recommendations; assisting with programs and program expansions; evaluating and monitoring administrative activities; managing training and support needs; participating in recruitment to include scheduling interview and making selection recommendations.

Note: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D.

or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related, that provided the knowledge, skills, and abilities necessary to do the work of this position.

(One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study.

If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement).

Major Duties:

Major Duties Develops, implements and sustains the framework for administrative processes within the service related to planning, directing, monitoring and improving all administrative performance.

Performs annual review and analysis of productivity data and develops action plans that lead to improved performance and/or productivity, Advises senior management on matters impacted by programmatic/policy changes and works with subject matter experts to formulate new, or adapt existing, policies and procedures to meet Service Line goals.

Prepares contract specifications to include complex statements of work and obtains accurate and sufficient data to support continuation or cancellation of contractual obligations through quality monitoring.

Performs cost analysis and cost effectiveness studies to determine make/buy decisions to address Pharmacy needs. Formulates budget recommendations for yearly contacting needs.

Plans and implements resource allocation decisions to include FTE ceiling, salary budget, supply budget, equipment budget, space utilization, maintenance contracts, overtime usage etc.

Develops and carries out action plans to redesign processes or programs to prevent or remediate issues or findings.

Evaluates and monitors administrative activities and makes recommendations for program improvements.

Assists with new programs and program expansions to ensure space, staff, and equipment are available and adequate to meet patient care needs.
