This position is aligned under Patient Care Services at the Lexington VA Health Care System and is assigned to Social Wok Service, under the supervision of the Chief of Social Work Service.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as an Administrative Officer.
Qualifying specialized experience includes: Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs.
Experience in applying analytical and evaluation methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.
Knowledge of major issues, program goals and objectives, work processes, and administrative operations of the agency.
Experience in conducting a detailed analysis of complex functions and work processes Interpret results and make recommendations for program change and improvement.
OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D.
or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. in a field related to this position.

Major Duties:
The incumbent serves as Administrative Officer (AO) for Social Work Service, administrative support in the management of hospital and clinical services.
Social Work Service is a support service and must be responsive to the needs of the patients and clinicians in the management of patient care.
The position functions in a highly affiliated, two-division medical center, and the diverse nature and magnitude of these activities result in duties and responsibilities that are difficult, complex, and highly variable.
Duties include, but may not be limited to the following: Responsible for establishing and managing communication plans that identify the target audience, appropriate messages, activities, and resources needed for effective communication Meets with the clinic profile team members (Chief, Managers, Associate GPM) to ensure analytics and goals are being met using accurate and timely clinic management tools for their designated services/clinics.
Coordinates all administrative needs of clinic profile building and maintenance, establishing the program goals, evaluating implementation, and data capture components for the service.
Provides technical advice to clinical personnel, administrative personnel, managers and Chief of Social Work Service regarding rescheduling, clinic profiles, and workload.
Facilitates efficient and effective communication between Program Analysts (ADPACs), Managerial Cost Accounting (MCA; labor mapping), encounter form specialists, billing specialists, and assigned services to ensure accuracy of workload transmission when new scheduling software is installed/implemented.
Delivers presentations to all levels of the Facility, service organizations, Veterans, family members, and caregivers.
Coordinates with informatics for the development and management of data systems, assisting and creating the basis for data-driven decision making.
Determines the best method to collect requested data from a variety of multiple sources, compiles statistics, and other data.
Directs the personnel management program for Social Work Service, performing or overseeing the full range of human resources requirements.
Ensures that the office adheres to reporting requirements at all levels.
Responsible for coordinating with the Nurse Recruitment Office, Chief of Social Work Service, managers, and Human Resources for the recruitment of service personnel.
Serves as initial contact for applicants, answering questions, and providing information about the position.
Reviews and evaluates completed staff actions (e.g., memos, reports, studies, fact sheets, information papers) for the overall quality of the document. Other duties as assigned.
