Full Job Description

You will serve as a ADMINISTRATIVE OFFICER of CENTER FOR SERVICE SUPPORT. The President has ordered a government-wide hiring freeze subject to certain limited exceptions.

This position is subject to the hiring freeze.

Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Utilize knowledge of Department of Defense and Department of Navy administrative policies, directives, regulations, and programs to support administrative operations and ensure compliance.

2) Demonstrate knowledge and experience in federal civilian supervisory responsibilities and practices to support workforce management and organizational effectiveness.

3) Work with enlisted evaluations, officer Fitness Reports, and military and federal civilian awards processes to support performance documentation and recognition in accordance with policy.

4) Interpret and perform personnel functions supported by military guidance and directives, including the Military Personnel Manual (MILPERSMAN), Joint Federal Travel Regulation (JFTR), and applicable Department of Defense statutes and regulations to ensure accurate execution of administrative actions.

5) Perform manning and manpower analysis using Authorized Manpower Documents (AMDs), Total Force Manpower Management System (TFMMS), and Manpower Needs Assessment (MNA) cycle processes to support workforce planning and mission requirements.

  • You will oversee all facets of the administrative functions of CSS and seven CSS subordinate commands.
  • You will develop improved management policies and administrative procedures and processes.
  • You will guide work efforts of staff, exercise general supervision, and ensuring that completed staff work is submitted for decision/signature.
  • You will advise and assists leadership in consideration of policies and problems.
  • You will perform analysis of administrative procedures, workflow, and functions to determine their validity and implement changes to improve the administration of the organization.
  • You will ensure compliance with required due dates.
  • You will prepare new, and reviews established directives, Standard Operating Procedures (SOPs), and delegations of authority which express the operating policies of the command.
  • You will develop budget estimates and justifications for the administrative division, and ensures funds are used in accordance with the operating budget.
  • You will provide continuous high-level trusted advice and technical assistance regarding military personnel and administrative actions.
