This position is located in the United States Patent and Trademark Office (USPTO), Scientific and Technical Information Center (STIC).
STIC's mission is to enhance patent quality and examiner effectiveness through search, information services, and training.
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position.

Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled.
To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-12.
Specialized experience for this position includes: Applying contracting regulations, procurement policies, and legal precedents to plan, develop, and execute contractual strategies for services and equipment in support of organizational programs.
AND Providing technical guidance and advisory services to program officials on procurement planning, including the development of statements of work, acquisition plans, solicitation documents, and cost analyses to ensure alignment with program goals.
AND Overseeing contract performance, monitoring compliance with terms and conditions, and recommending or initiating corrective actions to mitigate procurement risks.
Must possess an active FAC-COR Level III or an agency-recognized equivalent (e.g., FAC-C [Professional], FAC-P/PM Senior Level, or DAWIA Level III).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Providing expert-level advice on contracting and procurement to guide program decisions and ensure compliant, cost-effective acquisitions.
Performing procurement planning by identifying program equipment and service needs for acquisition through contracts.
Conducting studies to identify and validate requirements for updated information supporting contract management and program operations.
