Summary

This job involves leading a team of acquisition experts in the federal government to handle the planning, awarding, and managing of contracts for commercial products and services, with a focus on IT and professional services.

Full Job Description

The Acquisition Division Director will serves as the top acquisition professional leading the acquisition group to support the award, administration, and execution of commercial acquisitions promoting competitive practices.

Location of position: Federal Acquisition Service (FAS), Office of Assisted Acquisition Services (AAS), Acquisition and Procurement Center of Excellence (APEX).

We are currently filling 4 vacancies and may fill more as needed.

The GS-15 salary range starts at $150,119 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must meet the requirements in 1, 2, or 3 below: All of a, b, and c below: (a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification.

(b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.

However, to be promoted you will have to meet Option 1 or 3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above.

Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

In addition to the Basic Requirements listed above, you must have at least one year of specialized experience equivalent to the GS-14 level in the Federal service.

Specialized experience is defined as experience performing acquisition and contract management functions supporting Information Technology (IT), Professional Services (PS), or other commercial acquisitions.

This experience includes applying acquisition principles, policies, and procedures to plan, execute, and oversee procurement actions and contractor performance.

This experience must include at least 4 or more of the following:: Managing acquisition activities for IT, professional services, or commercial procurements, including planning, soliciting, evaluating offers, and administering contracts.

Providing acquisition guidance and recommendations to program officials and stakeholders regarding procurement strategies, contract requirements, and applicable acquisition regulations or policies.

Monitoring contractor performance and deliverables to ensure compliance with contract terms, performance standards, and project timelines.

Creating standardized processes to ensure quality assurance and control. Providing directions to a staff of acquisition professionals.

Coordinating with program offices, customer clients, and industry partners to clarify requirements, resolve acquisition issues, and support successful contract execution.

Administering contracts in a fee-for-service or reimbursable environment, including tracking project costs, funding usage, and service delivery performance This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications.

If selected, an official transcript will be required prior to appointment. Major Duties:

Directs acquisition activities to meet the federal government's information technology (IT) services, professional services, and managed services needs in the most economical, effective, and efficient manner possible while ensuring acquisitions are executed in compliance with applicable regulations, statutes, and policies.

Acquisitions and projects are governmentwide in scope, directly involve the national mission of the agency, significantly impact upon the IT industry, professional services, and may involve U.S.

national interests (e.g., international trade negotiations). Responsible for contract requirements that are complex in nature and mission critical.

Contracts typically have multiple stakeholders and funding sources that require substantial day-to-day surveillance of contractor performance.

Manage the group's portfolio so the workload of the acquisition professionals meets cost recovery goals of organization and balances the workload across the acquisition division.

Manages workload assignments to ensure the timely completion of acquisition milestones and mitigate risk on projects.

Proactively manage client expectations, resolve issues, and brief the sector director on issues. Builds client relationships to promote Assisted Acquisition Services (AAS).

Promote the integrated project team concept to build consensus and identify solutions for client requirements.

Regularly meets with, briefs, and makes presentations to Senior Executive Service (SES) and other executive-level personnel within the agency, client agencies, and the Office of Management and Budget on matters of considerable consequence or importance to the program and procurements they manage.
