Accounting/Fiscal Manager II
The Department of Administration's (Admin) Office of Administrative Services (OAS) is seeking an Accounting/Fiscal Manager II to join our team. OAS delivers key administrative and financial support to Admin and other state agencies. The Finance Office oversees general ledger, accounts payable, revenues, grants, and master data, ensuring compliance with Governmental Accounting Standards Board (GASB), Generally Accepted Accounting Principles (GAAP), and state reporting standards. This critical role is ideal for a critical thinker and skilled analytical professional who excels at precision and thrives on driving process improvements, with a deep understanding of Accounts Payables and knowledge of the State's fiscal policies and procedures. In this role, you will provide oversight and management to the Accounts Payable Department and Accounts Payable Quality and Assurance Manager for the twenty plus shared services agencies and Admin. You will manage master data and provide complex financial reports to assist with agency migrations and to assist with requests and special projects from Executive Management. Responsibilities of the Accounting/Fiscal Manager II:
  • Oversee the timely and accurate preparation and completion of all fiscal year-end reporting packages for Admin and our Shared Services agencies.
  • Provide financial/general accounting support for shared services agencies.
  • Manage master data and conduct in-depth financial analysis to provide strategic support for agency migrations in mergers and splits.
  • Provide guidance and support to the Accounts Payable Department to ensure all actions and reports are processed in compliance and efficiency.
  • Develop complex financial reports for each agency and monitor to ensure data integrity.
  • Lead and support staff through coaching, training, and performance development. Streamline workflows while implementing management policies and organizational initiatives. Foster a positive, team focused environment.

Requirements

A bachelor's degree in accounting, business administration or finance and experience in professional level accounting, auditing or financial management with five (5) years of government finance experience. Extensive knowledge of the State's fiscal policies and procedures.

Additional Requirements:
  • Knowledge of the principles, practices and theories of accounting, auditing, budgeting or financial management.
  • Must be computer literate.
  • Must have the ability to interpret and analyze complex financial management programs and convey financial or budgeting information verbally and in writing.
  • Individual must have the ability to set priorities, plan and organize tasks under limited time frames, collect and communicate information in a clear, concise manner.
  • Individual must possess the ability to establish and maintain effective working relationships with staff members and with other office staff.

Qualifications

  • Certification of Government Finance Officers Association of South Carolina or Certified Public Accountant (CPA) is preferred.
