Full Job Description

This position offers a unique opportunity to lead the fiscal strategy and federal administration of South Carolina’s Career and Technical Education (CTE) system.

The role sits at the intersection of policy, funding, and workforce impact, ensuring that state and federal investments are aligned to high-demand career pathways and deliver measurable outcomes for students and employers.

The person in this position will lead comprehensive budget development and fiscal management for Perkins and related CTE funds, including multi-year planning, allocation methodologies, expenditure tracking, and reconciliation to ensure compliance with Perkins V, Uniform Guidance, and South Carolina fiscal and procurement requirements.

Responsibilities include developing and allocating funds, processing reimbursements, and maintaining accurate fiscal records and reporting.

This role leads development, submission, and amendment of the State Perkins Plan and related grant applications and partners with the Office of Research and Data Analysis (ORDA) to prepare and submit required federal performance and fiscal reports.

The position oversees the electronic local plan system to ensure compliance, data integrity, audit readiness, and proper documentation retention.

It also leads or oversees fiscal monitoring of subrecipients, including documentation of findings, corrective actions, and audit preparation.

The incumbent serves as a subject matter expert on federal and state laws governing CTE funding and develops and disseminates guidance aligned to statutory and regulatory updates.

Additionally, this role supports statewide CTE performance accountability by contributing to the development, validation, and monitoring of performance indicators; analyzing and reporting data to leadership; and supporting compliance monitoring and technical assistance to districts, including timely issuance of written reports.

This position requires attention to detail and the ability to manage complex regulatory requirements while maintaining a focus on service and outcomes. Perform other assigned duties as required.


This position is located in the Office of Career Readiness.

Requirements

A bachelor's degree in Accounting, Finance, Business, or a related field and professional experience in a related area, such as accounting, auditing, finance, or banking.

Qualifications

Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, Education Administration, or a closely related field; and five (5) years of progressively responsible experience in fiscal administration, grant management, compliance monitoring, or audit oversight involving state and/or federal funds; or a Master’s degree in a related field and three (3) years of relevant experience. Required experience must include administration of federal grants with application of Uniform Guidance (2 CFR Part 200) and EDGAR, budget development, fund allocation, reimbursement processing, fiscal reporting, and subrecipient monitoring or audit preparation.

Additional Information

This position is primarily office-based with required statewide travel and occasional overnight lodging. Attendance at regional and/or national conferences may be required as assigned. The position may require lifting, transporting, and setting up materials, supplies, or equipment associated with conducting workshops, trainings, and conferences.
