Accounting/Fiscal Manager I
The Department of Administration's (Admin) Office of Administrative Services (OAS) is seeking an Accounting/Fiscal Manager I to join our team. OAS delivers key administrative and financial support to Admin and other state agencies. This critical role is ideal for a critical thinker and skilled analytical professional who excels at precision and thrives on driving process improvements, with a deep understanding of Accounts Payables and knowledge of the State's fiscal policies and procedures. In this role, you will coordinate grants for all Admin offices and shared services agencies we support to ensure accurate balances, timely federal reporting and routine draws. Ensure agency procedures are followed accurately and timely with internal and external customers being served as needed. The individual receives limited daily supervision and is required to exercise sound judgment and initiative.
Responsibilities of the Accounting/Fiscal Manager I:- Prepare and/or review quarterly/annual grant reports for all Admin offices as well as supported agencies ensuring reports tie to book of record.
- When closing out a grant, audit general ledger to ensure all transactions such as encumbrances are cleared, unused budget is returned, and cash balances are recorded properly including indirect cost.
- Review new grant requests to ensure ability to perform as required, review match requirement, and ensure agencies are able to provide and account for the match and determine source.
- Collect and prepare documentation for submission to Executive Budget Office Grants Services Administrator for new grants or award changes. Accurate set up of grant master data in SCEIS for posting for Admin and all Shared Services agencies.
- Monitor award dates and spending against grant award amounts. Advise necessary contacts on when to move employees and other spending to a different grant.
- Assist Admin and Shared Service agencies with loading grant budgets, resolving grant budget errors throughout the fiscal year, and advise liaisons on budgetary matters related to grants.
- Once a quarter, post indirect cost using a define rate.
Requirements
- A bachelor's degree in accounting, finance, business or related field and professional experience in a related area, such as accounting, auditing, finance, or banking.
Additional Requirements:- Must have the ability to plan, organize, and communicate with all levels of management.
- Must be proficient in the use of Microsoft Office products.
- Must have the ability to analyze and interpret complex financial data.
- Position may be required to report to work during emergency situations.
