The LA County Board of Supervisors recently declared a local state of emergency for homelessness, and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. The Department of Homeless Services and Housing is seeking qualified candidates to fill emergency Accounting Systems Technician vacancies related to the homelessness crisis.

Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

Those who successfully pass the assessment will be considered for permanent appointment to Accounting Systems Technician.

Requirements

  • Conducts studies of accounts and records pertinent to welfare and other State and Federally funded programs and determines if departmental financial practices conform to applicable laws and regulations.
  • Prepares work papers, schedules, statistical summaries, and formal reports to support findings.
  • Studies and drafts replies to audit findings of the Auditor's Office and of other governmental agencies.
  • Writes detailed policy and procedures manuals pertinent to accounting control procedures, fiscal record keeping, and audit trails.
  • Participates in discussions of fiscal matters with departmental personnel.
  • Participates in the study, evaluation, development, and implementation of accounting control systems to be incorporated in electronic data processing systems.
  • Assists in testing accounting controls incorporated into electronic data processing systems.
  • May lead the work of accountants participating in accounting systems studies.

Qualifications

Requirements to Qualify
Graduation from an accredited college with 21 semester units or 32 quarter units* of accounting including cost accounting and auditing.

Two (2) years professional auditing or accounting experience at the level of Accountant II**.

**Experience at the level of Accountant II is defined as performing a full range of professional accounting and auditing work in the preparation, analysis, review, maintenance, reconciliation and control of financial records and fiscal revenue and expenditures forecasting.

What matters is that your experience is at a similar level — meaning your job involves similar responsibilities, requires comparable skills and knowledge, and takes place within a similar organizational structure. License
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Physical Class
II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

Desirable Qualifications
  • Experience working for a public homelessness services agency, such as LAHSA, within the last 6 months.
  • One (1) year of experience in governmental/fund accounting.
  • One (1) year of experience with braided funding in a government agency.
  • One (1) year of experience using eCAPs, MIP Abila, or other financial systems.
  • One (1) year of experience analyzing large sets of data.
