Job Description

Summary

Full Job Description

The Finance Staff (FS) formulates, establishes, and maintains Department-wide policies, procedures, and financial systems to support budgeting, accounting, auditing, travel, and other financial management activities.

This position is in the FS, Financial Statements Group responsible for the preparation of quarterly and annual financial statements and supporting footnotes in accordance with Treasury and Office of Management and Budget (OMB) guidance.

To qualify for the position of Accountant (Systems), at GS-0510-14, you must meet the basic qualification requirements listed below.

Specialized Experience: One year of specialized experience equivalent to the GS-13 grade level or equivalent band in the Federal service, which includes: Experience preparing quarterly and/or year-end federal financial statements and/or the Agency Financial Report in accordance with Treasury's Bureau of the Fiscal Service and OMB financial reporting requirements; Experience preparing, reviewing, and/or analyzing consolidated financial information, reconciliations, and audit deliverables to support financial statement audits; Experience ensuring financial system functionality aligns with federal accounting standards and identifying, documenting, and/or resolving system deficiencies affecting financial reporting accuracy and timeliness.

The duties and responsibilities for a Accountant (Systems), GS-0510-14 generally include, but are not limited to, the following: Prepare component-level financial statement packages and contribute to the Agency Financial Report, including consolidated financial statements, footnotes, and required disclosures.

Ensure compliance with financial reporting guidance issued by the Office of Management and Budget (OMB) and the U.S.

Department of the Treasury; analyze and implement standards issued by the Federal Accounting Standards Advisory Board (FASAB).

Analyze financial statements, significant variances, and trial balances for accuracy; reconcile trial balances and U.S. Standard General Ledger (USSGL) data to financial statements generated by GTAS.

Lead intragovernmental and intradepartmental eliminations and confirmation processes; review and analyze Government wide Legal Letter Word (GLLW) reporting.

Reconcile and distribute fiduciary activities related to FECA, UEB, Judgment Fund, and OPM transactions; prepare related reconciliations and audit deliverables.

Serve as liaison to external auditors and the Office of Inspector General (OIG); draft corrective action plans to remediate material weaknesses and significant deficiencies and prepare standard operating procedures to strengthen internal controls.

Engage with management to address financial reporting risks, system deficiencies, and compliance strategies; participate in government-wide meetings (e.g., IRC, FASAB, CRT, Intragovernmental) and provide executive-level summaries with recommended actions.
