In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 equivalent), in the Federal service or equivalent experience in the private or public sector as a professional accountant conducting analysis of financial or accounting data to ensure accuracy, completeness, or conformance with established procedures and guidelines.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will develop strategy and implement the plan for the achievement of auditable financial statements as required by the Chief Financial Officers 'Act of 1990 and for maintaining this compliance for successive periods.
  • You will prepare and maintain documentation that provides detail of what is included on each financial statement line, including process diagrams of automated and manual processes that result in entries to the financial statements.
  • You will analyze budgetary and proprietary account balances, identify data files and reconcile them to trail balance or financial statement account balances.
  • You will identify or correct abnormal balances and perform extensive research and determine the precise action necessary to effect reconciliation and adjust errors, discrepancies or changes in accounting treatment.
  • You will review and interpret authoritative accounting and financial guidance as it pertains to NAVSEA FIAR efforts.
  • You will draft position papers and white papers to support NAVSEA interpretations of Generally Accepted Accounting Principles (GAAP), DoD FMR and other authoritative financial guidance.
  • You will reconcile general ledger to subsidiaries for each line item.
  • You will contact NAVSEA Headquarters (HQ) and Field activity financial/functional organization worldwide to obtain information required to clarify transactions, data, reconciliation or adjustments to provide information regarding accounts.
  • You will work with DON, OSD, FIAR teams and external auditors on an ongoing basis, and promptly responding to questions / taskers from FIAR stakeholders.
  • You will recommend process improvements, system enhancements, and financial statement adjustments/corrections to achieve an unmodified audit opinion.
  • You will represent the NAVSEA Comptroller Directorate at conferences both within and outside NAVSEA involving accounting, CFO compliance, and FIAR matters.
  • You will maintain contacts with representatives of other Government agencies to provide information and resolve problems relating to the accounting reports, CFO compliance, and to interpret and explain NAVSEA's unique requirements.
  • You will work with Defense Finance and Accounting Service (DFAS) and other FIAR stakeholders with respect to financial business process documentation.
