Full Job Description

This position is in the Financial Management Division (FMD), Office of the Chief Financial Officer (OCFO).

The FMD is responsible for verifying, authorizing, and processing financial documents that represent multi-million-dollar annual payments to employees and the billing and collection of multimillions of dollars in revenue from sources owing funds to FSIS.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled (e.g.

one year at the GS-12 grade level for consideration for the GS-13 grade level).Specialized Experience: Applicants must have one year of specialized experience to be considered for this position (specialized experience must be at the GS-12 or equivalent to be considered for the GS-13 grade level.) Utilizing functions similar to the U.S.

  • Provides technical direction and guidance in the day-to-day operations of the financial system and feeder systems.
  • Participates fully with the Branch Chief in the development, coordination and implementation of financial programs reporting requirements, financial oversight, policies, procedures, regulations and controls.
  • Ensures compliance with the regulations of FSIS, USDA and other Federal Departments, which includes Treasury Department, Office of Management and Budget (OMB), General Accounting Office, Federal Accounting Standards Advisory Board, etc.
  • Develops and reviews SOPs, instructions, and provides training to FSIS personnel as required or requested on accounting matters or financial systems processes and provides assistance to program officials on accounting operations and procedures.
  • Recommends necessary changes to obtain maximum efficiency and economy of operations.
