The Housing Division (HD) partners with local governments, Tribes, housing authorities, nonprofits and other organizations to develop and preserve affordable housing, promote individual and family self-sufficiency, and reduce adult and youth homelessness.

The Office of Homeless Youth Prevention and Protection Programs (OHY) in HD manages funding and direction for the state’s efforts to address youth and young adult homelessness.

Youth of color and those who identify as 2SLGBTQIA+ experience homelessness and housing instability at higher rates than their peers.

The OHY strives to achieve equity for these youth and places youth at the center of funding, practice, and policy decisions.

OHY is responsible for leading efforts to coordinate a spectrum of ongoing and future funding, policy, and practice efforts to improve the safety, health, and well-being of homeless youth in Washington State.

This position serves as the Youth Homelessness Demonstration Program (YHDP) Manager and is the expert on the youth homelessness in rural communities in Washington State.

This position is responsible for all aspects of YHDP and the Department of Housing and Urban Development (HUD) requirements including outreach, communication, training, continuous quality improvement, and relationship building among the collaborative applicant, YHDP grantees, and young people receiving services or participating in Youth Action Boards.

As part YHDP grant, this position will implement the coordinated community plan to end youth homelessness in the Washington state Balance of State Continuum of Care.

This position will maintain existing initiatives and support the development of new initiatives to prevent and end youth and young adult homelessness and will coordinate with other community-based efforts.

In addition, the position makes policy recommendations and develops strategies to end youth homelessness.

Requirements

Lead YHDP Program Management
Tasks include:

• Oversee implementation of Youth Homelessness Demonstration Programs in the Balance of State Continuum of Care (CoC), provide technical support to homeless youth, and HUD grantees ensuring have timely access to programs/services.
• Develop applications and requests for federal funding to serve youth and young adults. Oversee and/or support successful applications for funding of YHDP programs across the BoS.
• Inform and shape implementation of federal funding to ensure inclusion of youth and young adults in service population.
• Develop policies, procedures, work plans and trainings in support of maintaining existing and establishing new and innovative projects serving youth.
• Manage Request for Proposals (RFP) process for new projects by providing consultation and technical assistance to organizations who submit requests, ensure programs are in accordance with HUD policies and that young people have access to full slate of funding provided.
• Develop and implement performance measures to track projects and system level outcomes through Homeless Management Information System (HMIS) and other data systems.
• Oversee program continuous quality improvement and monitoring, ensures that grantees are engaging in consistent evaluation to improve upon outcomes and maintain compliance with HUD requirements.
• Act as liaison with state government partners for participation in YHDP (child welfare, juvenile justice, behavioral health, education, employment, etc.).
• Facilitate shared learnings and provide technical assistance to youth and providers across YHDP Sites to ensure they understand HUD requirements, program design and understand best practices.
• Act as liaison within Commerce between Office of Homeless Youth and Housing Assistance Unit Federal Program team to build connectivity with YHDP and other state and federal efforts.
• Review and submit Annual HUD progress reports to ensure programs are compliance with HUD requirements.
• Oversee annual monitoring of YHDP programs in collaboration with HAU CoC team to ensure programs are meeting HUD requirements.
• Coordinate with internal Quality Assurance team to implement Commerce monitoring to ensure the YHDP program is compliant with Commerce and HUD requirements.
• Oversee annual risk assessments and monitoring of OHY’s subrecipient grants in collaboration with the Quality Assurance team to monitor for compliance and mitigate risk for grantees and Commerce
• In collaboration with Commerce Budget and Accounting teams, ensures HUD awards are in alignment with funding expenditures and are accurately entered into CMS and ELOCS in a timely manner.


Assemble and lead statewide advisory groups specific to YHDP
Tasks include:

• Lead/oversee YHDP governance group and ensure clear delineation of roles and responsibilities, including CoC leadership, young people, providers and OHY staff.
• In collaboration with unit CS2, attend Y4Y meetings and provide expertise on YHDP to support young people who serve on advisory groups.
• Act as liaison and provide technical assistance on YHDP to the Youth Action Board and CoC Board, ensures active collaboration and communication between external partners as outlined in the Coordinated Community Plan.
• In collaboration with unit CS2, support meeting schedules, develop agendas, manage meeting logistics, and facilitate meetings. Ensuring accessibility to youth and young adults requires flexibility such as scheduling outside of routine business hours (Mon-Fri 8am-5pm).
• Lead project communication and establish clear communication protocols between various committees/subcommittees.
• Collaborate with stakeholders, inter-agency partners, local communities and others to ensure coordination across various initiatives to address youth homelessness across the state.


Develop and implement coordinated plans to end youth homelessness
Tasks include:

• Oversee outreach efforts, stakeholder engagement, and technical development of a strategic plan in YHDP communities.
• Interface with federal agencies and national partners, technical assistance teams and other CoC grantees, and community-based organizations.
• Identify local capacity, available resources, and unmet need to end youth homelessness.
• Engage youth of color and 2SLGBTQIA+ youth in youth advisory work and ensure that their experiences are centered in program design, implementation and policy development.
• Provide expert advice and consultation around program design and policy development, and policy impacts to management, internal departments, and outside organizations with diverse and conflicting interests.
• Collaborate with stakeholders, such as DCYF behavioral health organizations, school districts, juvenile detention centers and others, to share best practices to improve housing outcomes for the people they support.
• Collaborate with state and federal agencies to identify additional joint investment opportunities and partnerships that leverage non-homeless system resources that will assist youth experiencing homelessness in achieving housing stability.
• Stay appraised of federal regulations and legislative changes relating to youth homelessness and their impact on the local funding processes and disseminate information to partners.
• Lead Commerce work groups to incorporate the HMIS data standards, funding requirements, and best practices into statewide consultation and training.

Qualifications

Required Position Qualifications:
Eight (8) years of combined experience and/or education as described below:
Experience in community, trade or economic development with a focus in housing assistance or related field (supportive housing, behavioral health, affordable housing, victim services, mental health services etc.) in three or more of the following areas:
• Expert- level knowledge of youth and young adult homelessness, including funding streams at the local, state, and federal level; programmatic solutions; public policy development; and best practices.
• Experience in contracts, grants financial management, finance, accounting, and/or auditing.
• Managing and understanding the principles, practices and techniques of homeless youth services, housing and/or social service programs, including their application, intent, source of funds, legislation, regulation, and reporting.
• Providing technical assistance to community-based organizations, non-profits, local governments etc.
• Managing and/or monitoring programs, projects and/or contracts.
• Developing, maintaining, and updating program policies, procedures, guidelines, objectives, and/or programmatic-related forms.
• Experience as a housing provider or provider of homeless youth services.


Lived experience with housing instability and/or experience navigating and receiving services from public systems such as homeless and housing services systems, foster care, the criminal legal system, or behavioral health system may substitute for two years of professional experience.

Experience can be gained through life events, volunteer role/capacity, any experience gained outside of professional paid and unpaid experience, academic or a combination of experiences.

The above-listed experience will demonstrate that a candidate possesses the necessary knowledge, skills, abilities, and competencies to successfully qualify for and perform the duties of the position.


Education involves study in housing finance, social sciences, health and human services, business, public administration or related field.

Preferred/Desired Qualifications:
• Experience supervising social services staff.
• Demonstrated knowledge of HEARTH Act and other federal initiatives, existing national and local strategies, HMIS specifications/capabilities, and project planning.
• Demonstrated experience in advanced level homeless program evaluation.
• Experience and strong understanding of coordinated entry systems.
• Strong understanding of statistics, output, and outcome measurement.
• Demonstrated experience in advanced level project management.
• Experience in public speaking and providing trainings.
• Experience navigating and leading in political environments.
• Recognized skill negotiating and championing system change efforts.
• Experience developing and managing budgets and reporting requirements.
• Demonstrated proficiency in translating technical requirements to a non-technical audience.

Work from Anywhere in Washington State
This position may be located anywhere within Washington State though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required.
