Full Job Description

This position is located in the Veterans Health Administration (VHA) Office of Executive Correspondence.

Under the administrative supervision of the Director, Office of Executive Correspondence, this position is responsible for assisting VHA program offices in developing, writing, editing and reviewing correspondence documents for the signature of the Secretary, Deputy Secretary, Under Secretary for Health, Deputy Under Secretary for Health, and Chief Officers for Congressional correspondence.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/02/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Applies writing, reviewing, researching, analyzing, and presentation of executive correspondence sufficient to recommend and submit documents for concurrence and signatures.

Communicates to a wide variety of audiences and purposes and able to publish and update interactive components to a web site.

Coordinates executive level responses and responses to inquiries with a variety of VA senior program officials in a time sensitive environment.

Demonstrated understanding of the interactions of VA with Congress, other agencies and interest groups as they relate to VHA functions.

Conveys complex information on medical care program activities, to provide, discuss, and advise top level management, individuals outside of VA, congressional staff, and the general public on VHA issues and gain their support.

Major Duties:

Major duties include but are not limited to: Assigned several specific functional areas within the Department and works with officials in that area to ensure timely and responsive replies to correspondence assigned to that functional area.

Responsible for ensuring timely written, reviewed, edited and orderly presentation of correspondence prepared for signature or concurrence of the Secretary, Deputy Secretary, Under Secretary for Health and Deputy Under Secretary for Health.

Conducts a substantive review of correspondence prepared in the Department for signature of the Secretary, the Under Secretary for Health and the Principal Deputy Under Secretary for Health.

Writes/edits/reviews correspondence for completeness, accuracy, tone, clarity, and compliance with established policy.

Ensures that the appropriate services and Program Offices have had the opportunity to review and/or comment, and that necessary back-up data has been provided.

Works closely with the Secretary's Senior Advisors in the final development of responses as necessary, and responsible for requesting concurrence of Secretary's Senior Advisors.

Work Schedule: Monday-Friday, 08:00-04:30pm Compressed/Flexible: Available Telework: This position may be authorized for ADHOC telework.
