This position assists the Department in meeting its strategic plan and vision by providing direct and functional supervision of ESD and Co-located WIOA system staff at WorkSource Cowlitz/Wahkiakum. Directly supervises Career Services staff and oversees (Basic and Individualized) activities (in person or virtual) which includes but not limited to Labor Exchange, Business solutions, Front end and reemployment workshops & activities. Ensures compliance and performance goals or targets are met with State, DOL and contract funded programs. Instills a staff engaged environment based on principles of leader-leader, Lean, Human centered design and Integrated Services Delivery (ISD) for continuous quality improvement to achieve superior customer satisfaction, high quality and efficiency in service delivery.

Requirements

Manage day-to-day teams to achieve performance measures; conduct recruitment and hiring functions; supervise, train and guide staff working in various programs, services, and positions.

  • Develop and support high-performance, integrated work-team management approaches, consensus-based decision–making and continuous quality improvement practices.
  • Follow the collective bargaining agreement; manage all personnel functions in accordance with the agreement and agency policies.

Oversee department contracts, programs and services to meet or exceed performance measures; establish measurable goals and expectations, initiatives, and indicators in support of the agency mission, vision, business goals, workforce and WorkSource system.

  • Manage and monitor established performance measures; review and reconcile performance reports from different data bases and sources.
  • Manage financial programs budgets and safeguard agency resources and assets; manage program performance and allowable/accurate purchases and expenditures.

Increase WorkSource visibility within the business community; develop and maintain relationships with businesses and partners.

  • Participate in all WorkSource activities; maintain a high level of communication with customers, area directors, administrators, staff, and partnering agencies.
  • Network, build and sustain working relationships and partnerships with leadership and participate in community meetings and events.

Qualifications

Required Qualifications:

  • Option 1: One year experience as a WorkSource Specialist 5 or equivalent class within the Employment Security Department, OR
  • Option 2: Another state’s Employment Security agency OR
  • Option 3: A Bachelor's degree and five years of relevant experience in workforce development, social or human resource services, public relations, or public contact work, such as: unemployment insurance, social services, human resource services, education, public relations, benefits programs, insurance claims, law enforcement and banking or a combination of education and/or relevant experience which includes one year experience as a designated lead, OR
  • Option 4: A Master's degree will substitute for one year of the required experience. OR A combination of education and/or relevant experience.

  • Interagency Collaboration Expertise: Ability to foster partnerships across workforce programs. Process Improvement Knowledge: Proficiency in refining employment services.
  • Administrative Oversight Expertise: Ability to manage office support teams. Workflow Coordination Skills: Proficiency in directing clerical staff operations.
  • Diversity, Equity, and Inclusion Expertise: Ability to maintain fair workforce policies. Regulatory Compliance Skills: Proficiency in enforcing nondiscrimination in employment services.
  • Adaptability: Ability to manage evolving workforce service responsibilities. Problem-Solving Skills: Proficiency in addressing challenges in employment programs.
