Nature of Work:

The Watershed Coordinator (WC) is responsible for the administration, reporting and distribution of the Emergency Action Plan (EAP) and/or Statement of Review (SOR) for the O&M section of the Watershed Program. The WC interacts with federal, state, and local organizations on program administration, funding, and implementation of policies and program guidelines. The WC is responsible for developing and maintaining the EAP and the annual sponsor report for the O&M program of regulated flood control structures. The EAP is regulated by federal and state agencies and is very detailed, critical and time sensitive report with regards to public safety. The EAP involves extensive communications with local public safety officials, regulatory agencies and the public for accurate, detailed reporting and maintaining up to date information and tracking. The WC performs administrative work and fiscal reporting support services for the Watershed Projects Division as required and other duties as assigned.

Work Environment:
This position is predominantly an office environment that may include travel and evening meetings with some overnight stays.

Responsibilities:
  • Assimilates, prepares, maintains, and ensures timely submission and distribution of the EAP and/or SOR as required for the flood control structures regulated by the West Virginia Department of Environmental Protection.
  • Maintains and ensures compliance for EAPs and SORs.
  • Confers with inter- and intra-agency personnel and local public safety officials to gather or discuss sensitive information.
  • Communicates with program staff and works collaboratively to develop, implement, and report on projects.
  • Communicates and coordinates with legal services.
  • Coordinates, maintains, and tracks assigned projects.
  • Develops annual activity and financial reports for O&M local sponsors.
  • Develops and maintains project files including financial records, deeds and easements, agreements, leases and other documentation.
  • Research project files and property ownership records as requested.
  • Assists GIS specialist in developing and maintaining land management data for use in the GIS database.

Required Knowledge, Skills, and Abilities:
  • Knowledge of federal, state, and local laws, standards, specifications, and regulatory requirements relating to Watershed programs.
  • Knowledge of general office practices and procedures and computer programs.
  • Ability to research and interpret property ownership records.
  • Ability to collect, compile and maintain detailed, accurate information.
  • Ability to prepare written reports in a clear, concise form.
  • Ability to meet critical timelines.
  • Ability to establish and maintain good public, governmental and co-worker relations.
  • Ability to work independently and as a team member exercising judgment and initiative.
  • Ability to independently exercise sound judgment to determine the accuracy and completeness of project data.
  • Skill in oral and written communications.

Qualifications

Education: Associate degree in business administration, public administration, environmental science, or a related field.

Experience: None.

Education Substitution: High school diploma or equivalent and three (3) years of full-time paid experience in the area of assignment. The Education Substitution years of experience must be in addition to the required Experience.

  • Dependable transportation and valid driver’s license.
  • Physical ability to lift and maneuver 40 lbs.
  • Pre-employment drug and alcohol testing.
  • Pre-employment law enforcement background investigation.
