The Waste Prevention Program Manager leads the Waste Prevention Program team as part of The City of Eugene’s Planning and Development Department, and reports to the Curbside & Administrative Services Director.

The Program Manager is the steward of a fund that supports innovative projects with an emphasis on activities intended to reduce the amount of wasted created and diversion of recoverable and organic material from landfill in compliance with annual ODEQ requirements.

The successful candidate will be a collaborative leader, have a track record of building collaborative, cross departmental and interagency relationships, and will demonstrate the ability to direct and manage the activities of the Waste Prevention Program, which include the regulation of waste collection rules and rates, and the provision of programs supporting commercial and residential recycling, organics recovery, waste prevention education, sustainable events, and repair and reuse.

The Waste Prevention Program Manager is also a member of the Curbside Services Division’s Leadership Team.

Classification: Manager 1

Salary: $44.83 - $60.52 hourly / $93,246.40 - $125,881.60 Annually

The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials. This process is consistent with the Oregon Equal Pay Act (OEPA).

Schedule: Monday - Friday, 8:00 a.m. – 5:00 p.m. with the flexibility per business need

Requirements

  • Plan, organize, manage, and administer functions, activities, and services of a program(s)
  • Direct and approve, including through direct report supervisor(s) the planning, prioritizing, assigning, supervising, training, and review of a diverse workforce.
  • Oversee, develop, and administer budget, including forecasting resources; monitor budget to actual revenues and expenditures and suggest adjustments.
  • Review and analyze pertinent statutes, regulations, ordinances, and policies in terms of impact on organizational unit and to ensure compliance.
  • Provide leadership to attract, develop, and retain diverse, highly competent, service-oriented staff.
  • Prepare and present narrative and statistical program performance reports and recommendations to supervisors, management, and executive-level positions.
  • Collaborate with communities of color and people traditionally underrepresented in local decision-making; facilitate inclusive participation in programs and activities; communicate cross-culturally.
  • Utilize City-specific technology and general office software to streamline processes and improve efficiency.
  • Actively supports and respects diversity in the workplace.
  • Performs other duties, as required.

Minimum Qualifications Education:Bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, or a related field.

Experience: Five years of professional experience developing, implementing, and managing programs, projects, and/or personnel functions within an organizational unit, including two years in a full supervisory role.

  • Operational and strategic planning principles and practices, including goal setting, performance measurement, and evaluation methodologies.


Skills and Abilities

  • Effective communication and interpersonal skills, including the ability to present information clearly and persuasively in public settings, negotiate effectively, and resolve conflicts diplomatically.
  • Strong problem-solving and decision-making abilities to independently develop sound decisions, conclusions, and recommendations, including the ability to anticipate and mitigate risks.
  • Budget preparation and administration skills, including forecasting resources, monitoring expenditures, conducting financial analyses, and making strategic recommendations.
  • Multicultural workforce management skills to promote an equitable workplace environment, apply equitable program practices to diverse and complex City services, and foster inclusive leadership practices.

Additional Information

Bilingual Pay Benefit

This benefit compensates non-represented employees up to 5% of their base salary. To qualify for bilingual pay, the employee must demonstrate fluency in an eligible language and pass a language proficiency test that is administrated by the City’s Employee Resource Center division.

Non-Represented Retirement Program

Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS).

In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.

From January 1, 2020, through December 31, 2034, most retirees may work for a PERS-participating employer for an unlimited number of hours while continuing to receive their pension benefit based on HB 2296.
