Full Job Description

The Center for Development and Civic Engagement (CDCE)/ Voluntary Services incorporates three separate and distinct, however interrelated lines of business; responsible for the management and execution of a diverse portfolio of enterprise-wide programs, activities and services in support of VA's overarching goals and priorities utilizing community resources.

The 3 core business lines of CDCE/Voluntary Service include: Voluntary Service, Philanthropic Engagement and Partnership Solutions.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/05/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: planning, scheduling, executing special events involving community leaders, staff and visitors; developing and proposing policies and innovative programs governing voluntary services; managing general post fund accounts and other financial accounts; representing a volunteer program on speaking engagements before service, fraternal, and civic organizations; and making presentations for diverse audiences and varying sizes from small meetings to large conferences.

Supervisory Statement: This is a supervisory/managerial position.

Applicants selected for supervisory or managerial positions that have not previously completed a supervisory or managerial probationary period must complete a 1-year supervisory or managerial probationary period.

If the selectee was a Federal employee prior to assignment to the supervisory or managerial position, failure to complete the probationary period successfully can result in their return to their former position, or to a position of no lower grade and pay than the one, which they left to accept the supervisory or managerial position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is moderately sedentary, although considerably variable. It requires a fair amount of standing, sometimes for long periods, walking, climbing stairs, and bending.

Work may require some heavy to moderate lifting, transporting of materials, equipment and supplies for special events and other programs.

Due to the diverse nature and scope of the work, it may require occasionally working in extreme temperatures (hot or cold).

Major Duties:

The Central Alabama Veterans Health Care System (CAVHCS) is a consolidated health care system that includes VA Medical Centers in Montgomery and Tuskegee Alabama as well as Community Based Outpatient Clinics (CBOC) in Dothan Alabama, Ft.

Rucker Alabama, Monroeville, Alabama, Columbus Georgia and Montgomery VA Clinic. These positions will be located in Montgomery and Tuskegee.

Responsibilities include, but are not limited to: The incumbent is responsible for managing the day-to-day operations of the Voluntary Service Program.

Applies sound management practices to ensure the accomplishment of objectives.

Conducts intensive reviews and appraisals of program so as to explore new volunteer assignment an/or donation opportunities. Plans, programs, and controls volunteer program.

Present programs to the staff to encourage the used of volunteer. Independently develops and maintain a plan to combine and integrate all volunteer support.

Effectively coordinates and administers a volunteer integrated program which includes recruitment, placement, evaluation, and recognition.

Initiates, develops, and implement polices, standards, plans and procedures for direction, supervision, operation and evaluation of volunteer programs through recruitment, selection, placement, and orientation of volunteer resources in all medical center services.

Perform other duties as assigned. Work Schedule: 8:00am - 4:30pm Monday-Friday EST. Work schedule subject to change based on agency needs. Weekends may be required on occasion.
