This vacancy is with the Department of Human Services, Division of Vocational Rehabilitation, located in Hilo.

Salary - $6,043 to $7,351 per month (SR-24, Step D to I).

Requirements

This class reflects a branch chief responsible for managing a vocational rehabilitation and training program for a neighbor island county which is characterized by a significantly smaller client population served than that reflected at the Vocational Rehabilitation Manager II level. The vocational rehabilitation and training program is aimed at placing persons with mental and/or physical disabilities into employment or community rehabilitation programs, and assisting persons with blindness and visual impairments in functioning more independently in the home and community.

Qualifications

LEGAL AUTHORIZATION TO WORK:

The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.


Education: A master's degree in rehabilitation counseling accredited by the Council on Rehabilitation Education (CORE).

Specialized Experience: Two (2) years of responsible professional work experience in one or a combination of the following:
A. Vocational rehabilitation training as a regularly designated responsibility. Vocational guidance and teaching work in a recognized vocational rehabilitation program or in a school for persons with disabilities. Developmental work in programs of vocational rehabilitation located in an educational institution, government, business or industry. Personnel placement or employment placement experience which has provided extensive knowledge of training and rehabilitation requirements necessary to place persons with disabilities in one or more broad occupational areas; and
E. Vocational rehabilitation counseling experience involving the adjustment, training and placement of persons with disabilities into gainful employment.

Quality of Experience: Of the total experience required, applicants must have had at least ONE (1) year equivalent to the Vocational Rehabilitation Specialist IV. Such experience MUST have demonstrated the ability to independently develop training programs for persons with the most severe disabilities, to assist them in adjusting to the training program and/or work situation, and to place them in gainful employment. This level of experience must have provided the applicant with substantial knowledge of mental and physical diseases and disabilities in terms of the practical effects such disabilities have in placing the individual in employment.

The Vocational Rehabilitation Specialist IV reflects the complete mastery of professional vocational rehabilitation services skills and includes the first level professional vocational rehabilitation supervisor, program specialist and consultant.

Supervisory Aptitude: Supervisory aptitude rather than actual supervisory experience may be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential.

Managerial Aptitude: Managerial aptitude rather than actual managerial experience may be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary managerial abilities and/or potential.
