Visual Communications/UX Consultant (CC3/COM)

This communications consultant works with Division of Behavioral Health and Recovery program partners to develop functional and informative booklets, forms, web applications, and other materials with a focus on accessibility and usability.

About the division:

The Communications Division provides strategic leadership and operational support for external and internal communications on agency business and strategic initiatives for the Health Care Authority (HCA).

About the position:

Under the direction of the Visual Communications Manager, this position plans, coordinates and implements marketing and user experience design (branding, design, accessibility, and functionality) communications for the Division of Behavioral Health and Recovery (DBHR) and for other programs as needed.

This position analyzes communications needs and creates solutions that, paired with written content, translate complex issues into clear, understandable information for a variety of audiences.

This position employs user experience designer skills in writing, visual communication, coding, and research to create functional and accessible products that support our mission, our values, and our brand.

This position is eligible to telework but may be required to report on-site to meet business needs, including twice per year for team meetings.

The default assigned work location of all HCA positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA.

Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.

Requirements

Some of what you will do:

  • Plan, coordinate and implement the marketing communications and user experience solutions program for the Division of Behavioral Health and Recovery (DBHR).
  • Develop and maintain DBHR brand standards.
  • Plan, coordinate and implement user experience components of DBHR communications plan.
  • Collaborate with DBHR communications contact, other communications consultants, the web and multimedia team, program/subject matter experts, and management to design, write, and edit communication products that follow agency brand standards and appropriate design methods for web and print use.
  • Determine the most effective way of getting the agency’s message across in print and electronic media using a variety of methods such as color, type, illustration, photography, and various layout techniques, in accordance with agency standards and industry best practices.
  • Develop and maintain image library for DBHR program to be used on web and print-based products.
  • Establish and maintain production schedules and editorial calendar for publications and printing.
  • Help develop and maintain brand standards for other HCA programs.

Qualifications

Required qualifications:

Qualifying candidates will meet one of the following criteria options:

Option 1:

  • Bachelor’s degree in English, communications, journalism, humanities, public relations, visual arts, fine arts, or related field and
  • Three (3) years of paid professional experience in graphic design or UX design.

Option 2:

  • Associate or equivalent degree/certification for two (2) years of design school or college-level design training and
  • Five (5) years of paid professional experience in graphic design or UX design.

Option 3:

  • Seven (7) years of paid professional experience in graphic design or UX design.

Required competencies:

  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.
  • Demonstrated knowledge:
  • Methods and techniques of visual design and printing, including use of type, illustration, photography, and various layout techniques.
  • How to prepare electronic files for printing and provide detailed written instructions to printers.
  • Using graphic design software, especially Adobe Creative Suite for the PC platform including Adobe InDesign, Acrobat Pro, Illustrator, and Photoshop.
  • Prioritizing and managing multiple tasks and meeting agreed-upon deadlines.
  • Web accessibility principles and experience applying them to products.
  • Experience:
  • Designing image-oriented materials, such as displays, and performing text-intensive page layout for lengthy publications and technical reports.
  • Proofreading own work and the work of other communicators and providing constructive feedback.
  • Designing forms and reports in InDesign and Acrobat Pro.
  • Creating styles and templates in Microsoft Word for use by non-designers.
  • Communicates effectively both in writing and verbally, present ideas clearly and concisely.

Preferred qualifications:

  • Lived or professional experience with HCA programs (e.g. Apple Health, behavioral health, PEBB/SEBB, etc.)
  • Professional experience:
  • Print design
  • Accessibility principles and standards
  • PDF form creation
  • Working and following up directly with clients
  • Demonstrated ability to manage reviews and relationships with clients who have complex and dynamic needs
  • Demonstrated ability to give and receive constructive feedback on creative projects
