Full Job Description

As the Director of Office of International Affairs, you will play a critical role in providing input to the Chief Veterinary Officer (CVO) on key management issues, decision-making processes, and strategic direction for the CVO portfolio, especially related to World Organization for Animal Health (WOAH) and associated international engagements focused on setting international health standards.

Your work will have both national importance and international significance.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Applying knowledge of APHIS authorities, policies, regulations, and strategic posture to advance APHIS' vision in international animal health discussions and negotiations.

Leveraging knowledge of the structure, governance, and operations of the World Organization for Animal Health and related international standard setting bodies to ensure U.S.

interests are effectively represented.

Leading engagement with agricultural industries impacted by Animal and Plant Health Inspection Service (APHIS) Veterinary Services including livestock, poultry, aquaculture, and biologics sectors to inform policy decisions and strengthen partnerships.

Providing staff with leadership and direction to accomplish work and communicates sensitive, critical, and technical information. Note: There is no education substitution for this grade level.

TRANSCRIPTS are required. This position requires specific coursework or a degree in a specific field to be basically qualified.

  • The duties may include, but are not limited to:
  • Supervises subordinates less than 25% of the time including, but not limited to, monitoring work, providing advice, evaluating performance, initiating awards, and authorizing leave approval.
  • Provides strategic direction and technical expertise for the CVO portfolio, especially related to WOAH membership and participation the Regions of the Americas.
  • Provides expertise on the organization and operations of World Organization for Animal Health (WOAH) and associated organizations and international animal health standard setting policies and processes.
  • Advises the CVO and the Special Assistant for International Engagement about scientific and technical issues and bilateral negotiation statuses.
  • Provides expertise to facilitate consistency of domestic policies and programs with international standards and guidelines.
  • Consults with Strategy and Policy (S and P) to provide subject matter expertise for trade negotiations and back-up coverage as the Trade Policy Advisor.
  • Serves as a conduit for communication with the Chief Veterinary Officer for various internal and external audiences.
