Full Job Description

This position represents the Health Care System as the Outreach Program Specialist at outreach events, town meetings, workshops, virtual town halls, etc., to provide information regarding the Healthcare System's policies and operations regarding VA healthcare enrollment and care.

This position requires a flexible schedule due to frequent outreach events which are oftentimes scheduled in the evenings and weekends.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/09/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Knowledge of marketing principles; Skills in developing and presenting informational programs; knowledge of and the ability to apply public law; creating reports and visual displays.

OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D.

or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

OR, Combination: Applicants may also combine education and experience to qualify at this level.

You must have an combination of specialized experience and graduate level education in excess of the first year or 18 semester hours.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Major Duties:

Major duties include, but are not limited to: Responsible for marketing and outreach efforts that culminate in the medical center being viewed as the hospital of choice in a highly competitive and evolving healthcare marketplace where veteran patients have increasingly greater choice in their healthcare options.

Presents briefings and presentations to stakeholders and community organizations to increase awareness of VA services and specific benefits available to Veterans and their families.

Subject matter expert on regional and national clinical quality and customer service performance data, and translates the data to showcase the value the HCS's integrated health approach to demonstrate why potential patients should chose VA for their healthcare needs, highlighting VA as a provider of choice in the communities we serve.

Provides training and information to VA staff, other federal agencies, and community agencies regarding both VA services and the combat/GWOT experience.

Develops and maintains working relationships with a network of veteran service organizations, agencies, and individuals in all areas relevant to transitioning combat service members and their families.

Provide service recovery to Veterans who have stopped receiving services within the HCS and make efforts to get non-users back into the HCS as active users of services provided.

Works with a variety of data sources and utilizes analytics techniques to evaluate program goals and measure success of outreach efforts.

Evaluates information from variety of sources and provides feedback to senior management on trends and stakeholder opinions to assess program effectiveness and make improvements.

Recommends recruitment effort/targeted groups/events to management and independently plans events for those intended audiences.

Serves as an expert in VHA benefits to internal and external stakeholders and customers.

Must develop relationships with stakeholders and customers and serve as an expert in VHA policy regarding Veterans, Active Duty Service Members and Allied beneficiaries" entitlements of VHA benefits.

Work Schedule: Monday- Friday 7:30am-4:00pm. Subject to change based on agency needs. Telework: This position may be authorized for telework.
