Summary

This job involves leading a team to operate, maintain, and repair water and wastewater systems in Grand Canyon National Park, ensuring reliable utilities for the park's facilities.

These positions are located in Grand Canyon National Park, in the Facility Management and Engineering Division, within the Utilities Branch.

As a condition of employment for accepting this position, you may be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.

This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service.

In determining if your employment advances the public interest, the agency will consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service.

Certifications from other states with the same grades may be considered if it has reciprocity.

To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors: Ability To Lead Or Supervise (SCREEN OUT).

To be found minimally qualified, your resume must show I am able to perform the full range of Utility Systems Repairer-Operator Leader tasks under close supervision such as: (1) I have performed journeyman level operations, maintenance, and repairs on water and wastewater systems.

(2) I have performed journeyman level plumbing repairs on industrial plumbing systems to include valve replacement, pipe repairs, valve installations, meter installations, and emergency field repairs.

(3) I have journeyman level knowledge and experience with Supervisory Control and Data Acquisition (SCADA) systems and completely understand their operation and function.

(4) I have journeyman level knowledge on electrical system operation and troubleshooting as it pertains to water and wastewater equipment.

Grand Canyon National Park is pleased to announce openings in the Facility Management and Engineering Division, within the Utilities Branch.

This is an opportunity to work in state-of-the-art facilities scheduled to be commissioned from late 2025 through 2030.

In total, three new water treatment facilities and three new wastewater treatment facilities will be constructed and placed into service.

Major Duties: As a regular and recurring part of the position, the incumbent is independently responsible for leading three permanent full-time WG-4742-09 Utility Systems Repairer Operators.

The incumbent prioritizes water utility work to ensure work is accomplished in a timely manner and staff is kept busy.

The USRO Work Leader will ensure that the South Rim Wastewater Treatment Plant is operated and maintained properly and consistent with state and federal regulations.

Will visit and inspect the other three wastewater treatment facilities frequently.

The USRO Work Leader ensures the completion of the regularly scheduled daily checks of potable water systems including gauges, meters, electrical motors, pumps, feeders, recording and control devices, chemical feeds, and laboratory analysis as required by regulation.

The USRO Work Leader will be assigned to maintenance and repair duties to the North Rim pipeline, the trans-Canyon pipeline, and the Desert View pipeline when repairs are required.

Area Information: This position is stationed at Grand Canyon National Park at the South Rim located in Northern Arizona.

The South Rim is located approximately 60 miles north of Williams and 82 miles Northwest of Flagstaff at an elevation of 7,000 feet.

Temperatures range from approximately 90 degrees in the summer to 0 degrees in the winter. Annual precipitation averages around 13 inches.

Grand Canyon Village has schools K-12, a daycare center, post office, general store, churches, a recreation center with gym, a public library, a clinic with resident physicians, and several restaurants.

The park community consists of some 2,500 people, including employees of the NPS and concessionaires and their family members.

There are often employment opportunities for family members in the park and surrounding areas. The park community is small enough that many employees choose to walk or bike from their homes to work.

Complete shopping, educational, medical and professional services are available in Williams and Flagstaff.

Flagstaff has a population of about 75,000 and has multiple K-12 public and private schools, Northern Arizona University, and diverse community, medical and other support services.

Recreational opportunities include hiking, backpacking, fishing, cross-country and downhill skiing, and golfing in nearby communities.

South Rim Housing: Permanent and Term employees with a Full Performance Level (FPL) of a GS-09 or WG-8 and above will be provided the option of accepting assigned housing, participating in the normal bid system, or accepting shared housing.

Permanent and Term employees with an FPL of GS-08 or WG-7 and below may be provided the option of participating in the normal bid system or accepting shared housing.

Any employee assigned to shared housing may continue to bid into non-shared housing.
