This job is for a lead worker in a hospital's utility systems team, where you'll guide a group of seven technicians in repairing and operating equipment like boilers and chillers to keep essential services running smoothly.

Utility System Repairer Operator Leader serves as a work leader in the Utility Systems shop under the Facilities Management service.
In this capacity, the position involves the direction of 7 Utility Systems Repairer/Operators and reports to the direct Utility Systems Repairer/Operator supervisor.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/23/2026.
EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position.

Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.
SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire.
Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated.
The potential eligibles are then rated against the remainder of the Job Elements: Equipment Assembly, Installation, Repair Interpret Instructions, Specifications (includes blueprint reading) Technical Practices Use and Maintain Tools and Equipment Without more than normal supervision Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.
Part-time experience will be credited on the basis of time actually spent in appropriate activities.
Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements/Working Conditions: Physical requirements: Walking and climbing to perform daily inspection of all equipment. Strength to open and close large valves.
Operate in Hot and Cold conditions both inside and outside to operate and maintain equipment. Able to lift heavy loads such as small pumps, motors and valves.
Perform repetitive motions when cleaning Boiler and Chiller tubes with tube cleaning machines. Repetitive kneeling through out the day to take readings on gage and to open and close valves.
Working Conditions: Exposed to the same working conditions as all his/her employees. Incumbent must be physically fit.
This includes lifting heavy equipment, bending, stooping, and working in cramped places for extended periods of time and often works in hot and cold places.
Ability to climb ladders to access equipment. Major Duties:
Major duties consist of but not limited to: Leads troubleshooting activities and provides technical advice and support to the USRO Supervisor.
Trains USROs on troubleshooting techniques and advises on proper operational methods and procedures.
Ensures maintenance and operating supplies for the Utility Plant are always available to keep all systems in operation. Identifies supply sources for, and initiates emergency procurements.
Establishes standard operational procedures and reviews job work orders for accuracy and manpower utilization.
Stays current on Joint Commission and NFPA 85 requirements and develops preventive maintenance procedures for all critical systems and equipment.
Assigns work to subordinates through oral or written instructions, current job analysis and standard operating procedures.
Coordinates work with other Engineering shops relating to systems or equipment with co-responsibilities (i.e. HVAC, Controls, plumbing, electrical).
Input and retrieve data as required, monitors systems, completes reports including reports on work progress.
Monitors and maintains an inventory of all chemicals and reviews work practices/policies within the Central Utility Plant.
Monitors the overall operation of the boiler plant to maintain the required steam production for heat and process used throughout the VA campus.
Operates various hand and power tools and technical test equipment, including ammeters, voltmeters, and ohmmeters.
Initiates emergency call-ins for maintenance when notified by the Administrative Officer of the Day (AOD). Diagnoses, troubleshoots, adjusts Building Automation Systems parameters as necessary.
Prepare daily, weekly and monthly expenditure reports of all materials and parts purchased for the shop and submit via e-mail to the direct supervisor.
