DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONSPlans, coordinates, and directs the activities of employees within Houston Water who are engaged in providing city utility services which includes: performing repairs on water distribution system lines and fire hydrants, locating and operating valves, performing preventive maintenance, and restoring work sites. Performs welding operations and repairs using different processes and techniques. Organizes and assigns the work of utility maintenance teams and monitors work in progress. Ensures that employees have adequate work supplies and properly functioning equipment to perform assigned
tasks. Analyzes and resolves staff, equipment, and operating problems. Trains new employees on work practices. Sets up and maintains employee attendance records. Prepares periodic employee performance evaluations, reviews contents with the employees. Prepares periodic production reports as required and/or requested. Assists with daily operational tasks as needed; drives City vehicles. Oversees scheduling of preventive maintenance of assigned vehicles, equipment, and tools. Observes safety regulations and ensures that teams do the same.
WORKING CONDITIONSThe position routinely requires lifting moderately heavy items (up to 40 pounds) and very long periods of walking on rough surfaces on a routine basis. There is routine exposure to significant levels of heat, cold, moisture and air pollution.
This is a Department of Houston Public Works Emergency Management position at the Tier I Level.
Requirements
EDUCATIONAL REQUIREMENTSRequires a high school diploma or a GED. May require specified vocational competence in the operation of mechanical or electronic equipment.
EXPERIENCE REQUIREMENTSFive years of experience in skilled building or mechanical maintenance are required (may include one year of experience as a Houston Water Operations Technician).
One year of directly related college or vocational education may be substituted for up to one year of work experience.
An Associate’s degree or higher may substitute for two years of the experience requirement.
LICENSE REQUIREMENTSValid Texas Driver's License and compliance with the City of Houston policy on driving (AP 2-2).
Qualifications
Candidates that are knowledgeable in the wastewater collection system, wastewater treatment plants, wastewater lift stations, and or consent decree related items.
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
