Job Description

Summary

This role involves building, managing, and improving cloud computing systems for a city's water utility, ensuring they are secure, reliable, and efficient while blending cloud tech with existing on-site setups.

It supports the organization's tech goals through automation and teamwork with other IT staff.

A good fit would be someone with strong experience in cloud platforms like Azure and Oracle, plus skills in scripting and security, who enjoys solving complex infrastructure challenges.

Key Requirements

  • Bachelor’s degree in Computer Engineering, Computer Science, Information Systems, or related field, plus 5 years of cloud engineering experience; or Associate’s degree plus 7 years
  • Valid Texas Class “C” Driver’s License or equivalent
  • Implement and optimize cloud infrastructure across Microsoft Azure, Oracle, and other providers using tools like Terraform, Bicep, ARM templates, and scripting (PowerShell, Python, Bash)
  • Design secure, resilient cloud architectures supporting IaaS, PaaS, SaaS, disaster recovery, and compliance with IAM, encryption, and tools like Azure Security Center or Oracle Cloud Guard
  • Support hybrid cloud environments, migrations, and integrations using Azure Arc, ExpressRoute, Oracle Fast Connect, and Active Directory management
  • Enhance DevOps practices with CI/CD pipelines, container orchestration via Azure Kubernetes Service (AKS) or Oracle Kubernetes Engine (OKE), and monitoring tools like Azure Monitor or Oracle Observability
  • Monitor, troubleshoot, and optimize cloud performance, scalability, cost efficiency using Azure Cost Management and Oracle Cloud FinOps

Education and Experience: Bachelor’s Degree or higher in Computer Engineering, Computer Science, Information Systems, or a related field, and five (5) years of experience in cloud engineering, cloud infrastructure, or cloud platform management, with a focus on implementing and maintaining cloud solutions; or Associate’s Degree in Computer Engineering, Computer Science, Information Systems, or a related field, and seven (7) years of experience in cloud engineering, cloud infrastructure, or cloud platform management, with a focus on implementing and maintaining cloud solutions.


Licenses and Certifications: Valid Texas Class “C” Driver’s License or equivalent from another state by the date of appointment.

Requirements

Under general direction, implement, manage, and optimize secure, scalable, and cost-effective cloud infrastructure and services across hybrid environments to support organizational technology initiatives, ensure system reliability, and drive continuous improvement through automation, integration, and collaboration.

Qualifications

Implement and optimize cloud infrastructure across Microsoft Azure, Oracle, and other major providers.

Involves: Deploy, configure, and manage cloud infrastructure using established architecture and design principles.

Implement cloud services, networking, storage, and security controls to support business and IT requirements.

Automate resource provisioning and configuration management using Terraform, Bicep, ARM templates, Oracle Resource Manager, and scripting tools (PowerShell, Python, Bash).

Monitor, optimize, and troubleshoot cloud environments to ensure performance, scalability, and cost efficiency.

Manage and optimize cloud cost allocation and resource utilization using Azure Cost Management and Oracle Cloud FinOps tools.


Design and support highly available, secure, and resilient cloud architectures.

Involves: Participate in the architecture and strategy of cloud solutions to align with business goals and IT modernization efforts.

Collaborate with IT leadership and stakeholders to assess business needs and identify efficient, innovative solutions.

Evaluate, select, and integrate cloud services such as IaaS, PaaS, SaaS, and serverless computing. Design cloud environments that support disaster recovery (DR) and business continuity planning (BCP).

Maintain cloud security and compliance through IAM, encryption, and security monitoring using tools such as Azure Security Center, Microsoft Defender for Cloud, and Oracle Cloud Guard.


Support hybrid cloud setups and on-premises integration for seamless infrastructure operations.

Involves: Assist in supporting cloud migrations and integrations, including hybrid environments and on-prem connectivity via ExpressRoute and Oracle Fast Connect.

Support Active Directory (AD) management and coordinate with the Systems Administration team for optimized integration.

Manage hybrid and multi-cloud deployments using tools like Azure Arc and Oracle Cloud VMware Solution (OCVS).


Enhance and support DevOps practices and automation of cloud operations.

Involves: Support CI/CD pipelines, DevOps workflows, and containerized workloads using Azure Kubernetes Service (AKS), Oracle Kubernetes Engine (OKE), and automation tools.

Collaborate with cloud architects, developers, and security teams to implement best practices and drive continuous improvement.

Implement and maintain monitoring and logging tools such as Azure Monitor, Log Analytics, Oracle Observability, and SIEM solutions.

Provide troubleshooting and incident resolution for cloud infrastructure, networking, and application deployment issues.


Document and maintain cloud infrastructure standards and promote knowledge sharing.Involves: Develop and maintain cloud configuration documentation, operational procedures, and security policies.

Mentor junior engineers and promote knowledge sharing and technical development across teams. Stay current with emerging cloud technologies and propose enhancements for performance and automation.
