King County Metro Transit’s Facilities Division (TFD) has an exciting opportunity for a Transit Project/Program Manager III.


This Transit Project/Program Manager III is responsible for complex logistical and operational planning for multiple programs, including Construction Projects Management, Facility Maintenance, and Equipment Asset Management utilizing the Enterprise Asset Management (EAM) System.

This position oversees and organizes construction and maintenance work for all Metro Transit facilities, including park & rides, bus stops, landscaping, and signage.

This position ensures that projects meet safety and accessibility standards, tracks costs, and ensures that work performed meets compliance requirements.

Additionally, this position will audit contractors’ performance, monitor work in progress, manage progress payments, and audit sites for completion of projects while ensuring proper documentation is maintained.

This position will also communicate with property owners near transit facilities locations as needed.


Our ideal candidate will be skilled in navigating a dynamic work environment and be able to manage multiple competing priorities to successfully deliver a large body of work in a fast-paced environment, as well as the ability to coach, motivate and unify employees through building mutual respect and trust.

This new position will be responsible for performing all knowledge areas of project management on a variety of complex, multi-dimensional issues impacting TFD.


About Metro’s Transit Facilities Division

The Transit Facilities Division (TFD) maintains all Metro Transit properties, such as bus bases, park & rides, bus shelters, and offices and maintenance shops.

Services include bus shelter repairs and replacements, bus shelter cleaning, trolley wire repairs, radio maintenance for buses, environmental spill clean-up, bus sign replacement, graffiti removal, and other facilities maintenance duties.

Additionally, the Facilities Division also implements capital improvement and grant-funded projects aimed at enhancing the condition of County-owned facilities and to respond to ridership needs based on route usage and customer feedback.


This position will report to Business Management and Support Services Section.

This section provides division-wide support functions for finance, budget, environmental compliance, safety, training, administrative services and new employee orientation.

Planning, inventory/materials management, work center, workforce management, functional asset management, general/maintenance agreements, systems support, capital infrastructure, sustainable resources/energy, estimating, interagency, and Sound Transit oversight.


This recruitment will immediately fill one (1) Career Service position and may be used to establish an eligibility pool to fill future Career Service, as well as Term-Limited Temporary (TLT) and/or Special Duty Assignment (SDA), vacancies that may occur over the next twelve (12) months.

Requirements

  • Plan, schedule, estimate, and/or coordinate work related to corrective and/or preventative maintenance and repair of all Metro facilities.
  • Coordinate complex contracts or grants, including inter-jurisdictional or interagency projects, and make/modify recommendations for changing the scope of study.
  • Draft responses, sign letters when authorized, and may authorize expenditures.
  • Collaborate with our Capital Division partners to assist with the handling and management of warranties; collaborate and negotiate with vendors to receive goodwill warranties; provide documentation and failed parts to facilitate warranty claims; partner in warranty processing to ensure claims are treated in a timely and accurate manner, payments are received, and auditing requirements are met; update equipment warranty records.
  • Coordinate with the TFD Store’s team that is responsible for parts inventory, purchasing, and procurement to ensure parts are ordered and adequate materials are available to support maintenance projects.
  • Estimate and determine labor and material requirements related to the maintenance.
  • Direct, schedule, and oversee multiple vendors who perform contracted work daily at remote locations.
  • Perform contractual oversight for vendors including monitor, document, identify, address issues, and set standards for contract compliance.
  • Audit the performance of Facilities maintenance contractors, check on work-in-progress, manage progress payments, and audit site for completion of projects to ensure proper documentation is signed off.
  • Serve as a technical resource for work teams handling multiple analytical, planning projects, or programs involving a combination of analysis, planning, coordination, implementation, and oversight.
  • Use specialized computer programs to audit, check and monitor work. Estimate and determine labor and material requirements after evaluation and prioritization of work to ensure operations are done in accordance with process, procedures, and various regulations.
  • Prepare alternative maintenance strategies to assist management in determining maintenance program goals and objectives.
  • Follow up with Labor and Industries findings on safety violation(s), contact vendor to schedule necessary maintenance/repair in a timely manner.
  • Manage all Metro facilities manual access Key procurement, distribution, and collection.
  • Investigate and resolve Homeless Encampment issues, coordinate with King County Transit Police and contractor on encampment cleanup.
  • Manage Pest Management throughout King County Metro facilities.
  • Manage inter-jurisdictional or interagency projects.
  • Conduct Risk & Safety inspection, coordinate inspection findings and suggest resolution/mitigation strategies with stakeholders.
  • Represent the Division in interagency meetings and participate in technical committee meetings.
  • Perform other duties as assigned.

Qualifications

To be considered eligible for this role, applicants must possess these MINIMUM QUALIFICATIONS

  • A Bachelor's (4-year) degree in business management, construction management, transportation planning, business administration, or a closely related field AND at least two (2) years of experience in project or program management OR any combination of education and experience that demonstrates the ability to perform the job duties of the position.
  • Demonstrated knowledge of maintenance planning and scheduling techniques and principles.
  • Effective time management and prioritization skills.
  • A general understanding of how maintenance software and automated information systems are navigated and function.
  • Experience applying LEAN principles and improving processes.
  • Ability to coach and support continuous improvement training and activities, including Kata coaching, 5S, standard work, PDCA cycles, Leader Standard Work, and other continuous improvement tools and practices.
  • Excellent oral and written communication skills, organizational skills, and attention to detail.
  • Strong analytical, problem solving, and quantitative skills.
  • Resourceful and independent problem-solving skills, and the proven ability to research information thoroughly.

  • Knowledge of planning/scheduling techniques and principles related to facilities maintenance.
  • Knowledge of the principles, practices, and industry standards that support effective and cost-efficient preventive maintenance and repair.
  • Experience working for a transit agency in service, facilities, construction, and/or operations.
  • PMP certificate or project management certificate.
  • Ability to recommend maintenance processes and practices for maintaining Transit infrastructure in a State of Good Repair.
  • Skill in researching, analyzing, and evaluating new maintenance, rebuilding, and refurbishment methods and techniques.
  • Skill or experience in developing and monitoring departmental and program/project operating budgets, costs, and schedules.
  • Attention to detail and knowledge in ensuring all appropriate measures are taken to prevent or minimize reoccurrence of maintenance problems, failures, defects, and issues.
  • Understanding of trades/crafts in maintenance setting.
  • Understanding of data systems, data entry experience.

WORK LOCATION AND SCHEDULEThe primary reporting location for this position will be at King Street Center (210 S Jackson St; Seattle, WA 98104).

Work may also be required at other facilities throughout the Metro Transit service area. Work may be performed indoors or occasionally outdoors, sometimes in inclement weather.

Use of appropriate provided personal protective equipment (PPE) must be used when warranted.


This position will primarily work on-site on a regular and consistent basis, but may be eligible for telework/remote work with supervisory approval. On-site work will be dependent on business needs and is subject to change.


Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.


This position is anticipated to be scheduled 40 hours per week. This position is exempt from the provisions of the Fair Labor Standards Act and is therefore not overtime eligible. Work outside of the normal workday is required periodically.
