Full Job Description

King County Metro Transit is seeking a dynamic and visionary leader to serve in a Special Duty Assignment as the Transit Capital Section Manager for the Capital Division’s Central Services Section.

This section brings together the people and expertise that keeps Capital projects moving, from setting standards, to analyzing performance, to supporting communications, and making sure processes run smoothly and more.

This position is responsible for leading the section, which is made up of the Project Management Office (PMO), the Project Controls Office (PCO) and capital subject matter experts specializing in Green Building, Equity and Social Justice and Continuous Improvement work.

As the Transit Capital Section Manager, you will be at the forefront of strategic direction and decision-making for the division while utilizing the section’s expertise to meet the current and future needs of the Capital Division.

Reporting to the Capital Division's Deputy Director, you will:

  • Be a member of the Capital Strategic Leadership Team (CSLT), working with capital leadership to build and continually improve processes that support the operational needs of the division.
  • Lead a diverse team of technical professionals dedicated to transforming Metro's capital business operations.
  • Provide strategic guidance to ensure projects and business practices align with the Capital Division's long-term vision and goals.

Recruitment Information:

This recruitment is intended to fill one (1) Special Duty Assignment (SDA), anticipated to last approximately 6 months, up to 1 year.

The actual duration may vary based on the discretion of the supervisor.

Additionally, this selection process may be used to establish an eligibility pool for future Career Service, Special Duty Assignment, or term-limited temporary vacancies within this classification in the Capital Division.

The eligibility pool will remain active for 12 months from the posting date and may be extended or utilized at the hiring authority's discretion.

As the Transit Capital Section Manager, you will:

  • Strategic Leadership & Section Management- Lead the newly formed Capital Section in continuing to drive organizational change to enhance capital business operations, program and project efficiencies for near and long-term success.
  • Team Building & Employee Development- Hire, lead, mentor, and support staff while fostering a diverse, inclusive, and engaged work environment.
  • Safety & Compliance - Uphold Metro's highest safety standards, ensuring strict adherence to policies, regulations, and best practices.
  • Stakeholder & Labor Relations - Partner with unions, leadership, and external stakeholders to drive collaboration and service excellence.
  • Program & Policy Development- Plan and implement strategic initiatives, policies, and procedures while ensuring compliance with applicable laws, regulations, policy and implemented process.
  • Innovation & Process Improvement - Develop and implement new initiatives, collaborate on streamlining project planning and delivery, and implement efficiencies to enhance operations.
  • Budget & Resource Management - Oversee financial planning, budget allocation, resource distribution and performance for capital operations
  • Performance & Continuous Improvement - Analyze, establish and report on performance measures that drive improvements across the division, and ensure alignment with Capital's mission and goals.
  • Capital Improvement Program (CIP) Oversight- Support the development and updates to Metro's Capital Improvement Program, CIP Improvement Plan, and CIP Implementation Plan
  • Sustainability and ESJ - Support Metro's equity, social justice and sustainability goals by integrating practices into capital projects.
  • Cross-Section Collaboration - Coordinate with other leaders to enhance operational effectiveness and establish best practices.
  • Perform other duties as assigned.

Qualifications

Minimum Qualifications:

  • Bachelor's degree in engineering, construction management, business administration, public administration, or a related field and five (5) years of supervisory and/or management experience in capital project related fields OR an equivalent combination of education and experience that demonstrates the skills, knowledge, and abilities required to perform the role effectively.
  • Ability to build, mentor, and lead diverse teams while fostering collaboration and growth.
  • Experience driving organizational change, innovation, and continuous improvement.
  • Strong decision-making skills with the ability to navigate complex challenges and set priorities effectively.
  • Ability to build relationships with employees, unions, and stakeholders, fostering an inclusive and respectful workplace.
  • Skills in resolving conflicts and managing labor relations productively.
  • Working knowledge of capital budgeting, planning, project execution, and process improvement.
  • Knowledge of compliance requirements, policies, and performance measures for capital projects and business operations.
  • Commitment to upholding strict safety standards and advancing sustainability and equity and social justice initiatives.
  • Strong communication skills, both written and verbal, across diverse audiences
  • Demonstrated integrity, transparency, and accountability in leadership.
  • Strong self-awareness, recognizing personal strengths, weaknesses, and biases and their impact on others, particularly those you lead.
  • Ability to facilitate difficult conversations related to race, power, privilege, and other equity-focused issues while fostering an inclusive workplace.

Selection Process:

Work Schedule:

Our regular business hours are 40 hours per week, Monday through Friday. However, work outside of these hours may occasionally be required. This position is classified as exempt under the Fair Labor Standards Act, and therefore, is not eligible for overtime pay. We may also consider flexible hours.

Work Location:

The main work site associated with these positions is King Street Center, 201 S. Jackson St, Seattle WA 98104.

Telecommuting Requirement:

This is a hybrid role, requiring a combination of remote and onsite work at various King County facilities.

Employees in this classification are expected to work onsite at least three full workdays per week, though this requirement may be subject to change.

A County-issued laptop will be provided, and employees must maintain a dedicated workspace with reliable internet access to perform their duties efficiently and remain accessible during scheduled work hours.

Employees must reside in WA state and within a reasonable distance of their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a county worksite.
