The primary purpose of this position is: to serve as a working program manager through planning,directing, organizing, and exercising oversight of the Unit Training Manager program assigned to each organization.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Support Positions, for the Education and Training Technician Series, 1702.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-08 grade level in the Federal service which includes a comprehensive knowledge of military personnel policies, training methods and programs, policies, procedures, rules, guidelines, publications, etc., to understand respective programs and converse with functional managers.
Knowledge of DoD, AF, and MAJCOM directives, concepts, procedures, guidance, and policy as they relate to the area of responsibility, as well as knowledge of the installation/command mission and organizations.
Knowledge of standard analytical and evaluative techniques to analyze training requirements, plan for and develop training materials, evaluate training effectiveness, and solve problems relating to training and readiness issues.
Knowledge of various office automation software programs, tools, and techniques to support training operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.
Skill in communication and understanding organizational structure to develop working relationships and administer programs with diverse military, civilian, professional, and technical populations to include verbal and writing skills to prepare presentations and/or briefings OR EDUCATION: Have successfully completed a master's or equivalent graduate degree OR two full years of progressively higher-level graduate education leading to such a degree in in a field related to the position being filled OR LL.B or J.D., if in a related field.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of education and training policies, programs and processes related to On-the-Job Training (OJT), Career Development Course (CDC) administration, Career Field Education and Training Plans (CEFTP).Specialty Training Standards (STS), Air Force Job Qualifications Standards (AFJQS), Air Force Qualification Training Plans (AFQTP), ancillary training program and directives, and Department of Defense (DoD) education policies, programs, and processes.
Certification as an AF Trainer to teach the mandatory Air Force Training course (AFCT).
Knowledge of the AF Military Personnel Data System (MILPDS), and Advanced Distributed Learning System (ADLS), and the Air Force Automated Education Management System (AFAEMS) as it pertains to training and education data management.
Skill in the use of surveys and statistical data to analyze trends and ability to make recommendations for improving education and training programs.
Ability to review, analyze, and evaluate training programs and objectives in order to identify training requirements, skill upgrades, and development programs to meet the mission objective.
Ability to plan work independently and organize and instruct classroom training courses or seminars as required.
Ability to communicate effectively in writing when preparing written forms, schedules, and reports relating to base training and education programs and to verbalize in a succinct manner the importance of required documentation.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Serves as the base training manager, ensuring that Unit Training Managers (UTMs) and Additional Duty Training Managers (ADUTMs) are qualified in and knowledgeable of their responsibilities.
Advises UTMs/ADUTMs, commanders, 1st Sergeants and Civilian Training offices ensuring that OJT and ancillary training programs are in compliance with local policies, procedures, and guidelines geared specifically towards the accomplishment of training programs.
Manages base-level training (military/civilian OJT): Advises and assists base personnel on proper policies and procedures, corrective actions, and cost-effective training methods to ensure that training needs are met.
Serves as the base's training advisor and performs Staff Assistance Visits (SAVs). Gathers and compiles Education and Training data and performs miscellaneous duties.
