The primary purpose of this position is to develop, implement, and manage all aspects of the Aircrew Training Program within the 463 Airlift Group Aircrew Training Flight.

Conditions of Employment Continued: This is a "Key" position It cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively.

Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status.

In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for GS-1712.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.

Examples of specialized experience includes comprehensive and thorough knowledge of a wide range of professional concepts, principles, practices, procedures regulations, and laws applicable to a full range of ground based, aircrew flying training responsibilities such as that gained through extensive specialized training, experience, and skill in applying this knowledge to difficult and complex assignments; Knowledge and ability to plan and accomplish a wide variety of concurrent tasks to achieve specific program goals such as applying Air Force upgrade standards to local upgrade programs, working with Lockheed Martin contracts, processing aircrew training waivers, adhering to Programmed Flying Training (PFT) allocation process and adapting to the changing command requirements, and scheduling aircrew training and aircraft sorties.

OR EDUCATION: Successfully completed a PhD or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree with a major study in education or a subject area related to the position to be filled.

OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described; however, I have completed some education as described.

Therefore, I have a combination of experience and education as described above. NOTE: You must submit a copy of college transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible.

One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and ability to plan and accomplish a wide variety of concurrent tasks to achieve specific program goals such as applying Air Force upgrade standards to local upgrade programs, working with Lockheed Martin contracts, processing aircrew training waivers, adhering to Programmed Flying Training (PFT) allocation process and adapting to the changing command requirements, and scheduling aircrew training and aircraft sorties.

Knowledge of directives governing training programs and activities in order to coordinate the projecting, planning, and managing of training programs.

Knowledge and skill in creating, revising, and implementing course syllabi Must specifically create local Aircraft Commander, Instructor upgrade, and requalification syllabi that comply with Air Force and AMC directives.

Knowledge of techniques associated with classroom teaching, syllabus adherence, plus associated skills necessary for the completion of training objectives.

Skill in analyzing currency and manning data, developing metrics, and providing advice and technical guidance to 463 AG leadership and skill in the use of word processors, database and spreadsheet applications, presentation software, and e-mail applications, with ability to investigate and resolve conflicts with scheduling, logistics, personnel, and/or contractors and make necessary revisions.

Ability to evaluate the efficiency, reliability, and quality of training data, products, and programs.

Ability to plan, organize, and reprioritize work to meet changing deadlines, emergency requirements, and other needs. Ability to communicate effectively both orally and in writing.

Skill In preparing and presenting briefings to managers which encourage understanding and acceptance of the findings and recommendations PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Coordinates with 463 AG/CC, 463 AG/AGV, 463 OSS/CC, 41 AS, 50 AS, 61 AS, and 30 AS to put new training programs into execution phase by coordinating cadre, cadre training, outlining training profiles, and scheduling training sessions.

Organizes, manages, and implements all aspects of C-130 aircrew flying and ground training. Supports and assists with other OST functional areas. Manages the Aircrew In House Upgrade Training Program.
