Summary

This job involves creating and managing training programs to help VA employees grow their skills and advance in their careers, including designing courses, tracking progress, and analyzing what training is needed.

Full Job Description

The employee will serve as the Training Specialist at the VA Western New York Healthcare System in Buffalo, NY.

The employee manages education programs, curriculum design and training instruction for a wide variety of courses presented to employees for their job advancement and overall career development.

The work involves planning, administering, or evaluating programs designed to develop employees and manage learning in the organization.

SPECIALIZED EXPERIENCE: Applicants must possess at least one (1) year of specialized experience equivalent to the GS-9 level in the Federal service.

This experience must have equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position.

Specialized experience includes: developing training courses and/or course materials; monitoring learners training and learning events; collaborating with teams, setting priorities, organizing and adjusting workflow; developing requirements to interface with other education and training platforms; inputting employees, students and contractors into the education databases; translating business requirements into dashboards, report, charts and reports; and conducting job tasks and gap analysis to identify customer needs and training requirements.

OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED) - Applicants must possess a Ph.D.

or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

This education must demonstrate the knowledge, skills and abilities necessary to do the work of this position.

OR COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED) - Combination of successfully completed graduate education and specialized experience may be used to meet total qualification requirements.

Major Duties:

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but may not be limited to the following: Performs work related tasks to coordinate projects for the development and implementation of training courses and/or course materials.

Provides extensive planning and organization, analyses of accumulated data and information. Provides programing structure and support to all employees' accounts.

Translates business requirements into dashboards, report charts and reports for complex business requirements.

Manages and tracks learners training and learning events while ensuring learning is aligned with organizational goals and objectives.

Advises leadership and staff of changes to mandatory and other training requirements. Recommends and develops requirements to interface with other education and training platforms.

Establishes statistical sampling techniques and accomplishes training/performance trend analysis. Conducts job task and gap analysis to identify customer needs and training requirements.

Analyzes education program objectives and recommends revisions as necessary. Performs other duties as assigned to support the Education & Learning Department.
