Full Job Description

This vacancy is for a GS-1712-13, Training Specialist located in the Department of Homeland Security, U.S. Coast Guard, Training Center Yorktown in Yorktown, Virginia.

Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified.

You MUST meet the following requirements: EDUCATION: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.OR Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction.

Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).

Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results.

Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

AND To qualify at the GS-12 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector.

Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Examples of specialized experience include performing the following types of tasks on a regular basis.

Inspecting commercial vessels on behalf of a Flag State/Port State/Recognized Organization/commercial entity.

Investigating marine casualties and acts of mariner misconduct, negligence, etc within the maritime industry.

Developing or reviewing training/course materials, aids, devices, etc, and evaluating training results.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

You will serve as a Training Specialist and serves as a key component of the Marine Inspections and Investigations school with primary duties as a course chief and lead instructor.

Incumbent is responsible for designing, developing, revising, and conducting courses under the Marine Inspections/Investigations School, which also includes establishing training criteria to meet organizational requirements, formulating training plans, assessing program effectiveness, and developing improved curricula..

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.

Typical work assignments include: Develop total course content to meet defined performance objectives for marine inspection and investigation courses within the school.

Oversee development of Instructor Guides and Job Aids and consult on novel ideas involving the Coast Guard.

Plan, develop, and implement training policy/procedures and corresponding external evaluation governing the administration of assigned courses.

Facilitate meetings with personnel from various organizations, program offices, and other Federal agencies to address issues of student evaluations, course prerequisites, course objectives, and student failure and attrition statistics.

Deliver Marine Inspection and Investigation curriculum in accordance with applicable policy and procedures for in-person and online training and serve as a public speaker.
