The primary purpose of this position is to design, develops and execute instructional programs focused on AOC baseline systems and approved local weapon system variances.
Conditions of employment cont: Position is designated an Emergency Essential (EE) position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
In the event of a crisis situation, the incumbent must continue to perform the EE duties until relieved by proper authority, which would include wear of Chemical Warfare Defense Equipment (CWDE) and individual Protective Equipment (IPE).
The incumbent will be required to take part in readiness exercises.
This position cannot be vacated during wartime, contingency, national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
This meets the criteria of an EE position and requires that the incumbent be removed from any military recall status.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series, GS-1712.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.
Examples of specialized experience includes knowledge of a wide variety of complex AOC Command and Control, instructional technologies and methodologies (such as Interactive Courseware and distance learning) sufficient to design and develop course material which utilize complex technological applications; knowledge of a wide variety of methods and techniques of instructional development sufficient to develop revised instructional material.

OR EDUCATION: Successfully completed a Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree with a major study in education or a subject area related to the position to be filled.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of IT applications software concepts, principles, methods and practices . 2.
Knowledge/experience of AOC operational systems/processes as implemented within an Air Operations Center and familiarity with operations level of War C2 tools such as Theater Battle Management Core systems is required.
3. Practical knowledge of the methods and techniques of instruction and of the subject matter being taught. 4.
Ability to plan, organize, direct, and monitor complex training/educational projects directly related to AOC systems. 5.
Ability to effectively communicate orally and in writing as well as conduct stand-up interactive instruction on AOC systems to small, medium and large classes. 6.
Generalized AOC/C2 project management skills to include ability to analyze problems, establish objectives, collect data, conduct all other aspects of assigned studies and projects, assess and monitor progress, develop economical solutions and present findings in reports/briefings.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Assesses feasibility of using educational technology and other advanced methodologies, (i.e. Interactive Courseware) , for instructional courses, programs, and technology insertions.
Performs analysis of current systems to determine which are capable of supporting functional requirements and should continue to be used, which should be enhanced, and which should be replaced by more advanced designs Conducts training as required on the gambit of AOC processes and weapons systems applications as part of indoctrination, upgrade and qualification training.
Designs, develops and executes all facets of an integrated training program used to validate fully mission qualified command and control war fighters staffing the Korea Air Operations Center Reviews, evaluates, and revises instructional materials in accordance with established design documentation Accomplishes special projects
