This home-based (remote) position is open to Washington residents. Field work throughout Washington State at various locations is required and expected.


The Opportunity

The Training & Exercise Coordinator position resides within the DOH Executive Office of Resiliency and Health Security (ORHS) and is responsible for building strategic partnerships within DOH, with other state agencies, tribal nations, regional organizations and local agencies and organizations to design, conduct and evaluate exercises intended to test the effectiveness of training, as well as local, regional and state plans.

The Training and Exercise Coordinator represents the Office and the Agency as a subject matter expert in emergency preparedness and response training and exercise delivery, development, and evaluation.


This position reports to the Readiness & Recovery Manager and is responsible for developing, implementing, and evaluating emergency preparedness trainings and exercises to enhance the governmental public health’s ability to respond effectively and efficiently to all hazards and public health incidents.

This role ensures compliance with federal, state, tribal, and local training and exercise guidelines while fostering interagency collaboration and continuous improvement in emergency response capabilities.


Key Responsibilities Include:

  • Design, develop, manage, facilitate, and evaluate emergency preparedness and response trainings and exercises that align with Homeland Security Exercise and Evaluation Program (HSEEP), Federal, State, Tribal, and Local guidelines.
  • Setting up and hosting exercises and/or training in various locations across Washington State.
  • Design, plan, conduct, and analyze the annual Integrated Preparedness Plan Workshop (IPPW) to identify and prioritize training and exercise needs based on federal, state, Tribal, and local jurisdictional input, processes, and policies.
  • Update and maintain the Integrated Preparedness Plan (IPP) according to agency requirements, policies, and processes.
  • Lead the development, coordination, and execution of emergency preparedness and response trainings and HSEEP exercises with federal, state, Tribal, and local partners that test emergency response capabilities and ensure interoperability
  • Serve in a command or general staff position during exercises and real-world responses
  • Represent the agency at the State Emergency Operations Center (SEOC) during public health drills/exercises and actual responses as assigned.

Required Qualifications There are multiple pathways to qualify for this position. You must meet one of the options provided and any additional criteria listed.

  • Option 1: Five (5) or more years of experience working for a preparedness or emergency management program, EMS program, or an equivalent field.


  • Option 2: A Bachelor’s degree or higher with major study in public health, healthcare administration, emergency management, public administration, business administration or closely allied field; AND two (2) or more years of experience working for a preparedness or emergency management program, EMS program, or an equivalent field;



Additional Required Knowledge, Skills, Abilities, and Experience

  • Demonstrated experience functioning (in a role) within an activated emergency operation center or on an Incident Management Team during disasters.
  • Experience with public speaking and facilitation of meetings.
  • Experience in facilitating emergency response exercises.
  • Experience in training facilitation.
  • Ability to work on multiple complex projects at one time.
  • Strong organizational and time management skills to prioritize and manage workload effectively.


AND Completion of National Incident Management System Advanced course ICS 400 within the first 6 months of employment.


Preferred Qualifications

While these aren’t required, having them can help you stand out as a candidate.


  • Completion of National Incident Management System and Incident Command System training to the ICS 400 level.
  • Homeland Security Exercise Evaluation Program (HSEEP) Certification and/or Master Exercise Practitioner Certification.
  • Experience in human-centered design, adult learning theory, and/or developing trainings.
  • Demonstrated knowledge of Centers for Disease Control and Prevention, and Healthcare Preparedness Program Capabilities.
  • Experience in an Emergency Operations Center position, or on a Type III Incident Management Team (or higher)
  • Ability to effectively use key performance indicators and data to identify opportunities and analyze process improvement

Working Conditions:

The following describes the working conditions of this position, with or without reasonable accommodation.


Work Setting:

  • This position performs agency duty officer duties on a regular basis and supports the Health and Medical Emergency Support Function at the Washington State Emergency Operations Center.
  • The position requires in-person attendance at various locations throughout Washington State to perform the duties. When not performing field work at designated locations, the incumbent may work from home, a DOH office or alternate location.


Schedule:

Standard DOH business hours are Monday to Friday 8:00 a.m. to 5:00 p.m.; however, an alternate or flexible work schedule may be considered at the employee's request, subject to supervisory approval.

The position would not normally require working in excess of 40 hours per week, but if it became necessary for business needs, your supervisor would notify you in advance.

May be required to respond to public health emergencies or exercises, except while on scheduled vacation or other leave.

This position serves as an agency 24/7 Duty Officer on a rotating basis for one week, 1-2 times per year minimum.

Travel Requirements:

Travel is required around the state and/or nationally for training, exercises, summits, conferences, etc. (anticipated 6 or more times per year).

Travel is essential to fulfill the responsibilities of the position, sometimes requiring overnight stays or trips out of state.

When driving for state business, the employee must be able to legally operate a state or privately-owned vehicle; OR provide alternate transportation while on state business.

Tools & Equipment:

This position uses standard office furniture and equipment, such as a desk, office chair, cell phone, computer, monitor(s), keyboard, and mouse; and when in the office, the position may also require the use of a printer, phone, fax machine, and/or copy machine.

Customer Interactions:

The position requires frequently (likely daily) engaging with customers in a variety of settings including interacting with and providing guidance to local health jurisdictions on preparedness issues and represents the agency and ORHS with internal partners and external partners.

Other:

  • This position is covered by a bargaining unit for which the Washington Federation of State Employees (WFSE) is the exclusive representative.
  • While in standby status the incumbent is entitled to standby pay as described in the WFSE collective bargaining agreement.

    If the incumbent is required to report to work during their standby status, the employee may also receive overtime (for work over 40 hours in a work week) and/or Shift Differential.

  • The nature of the work involves working at a computer for extended periods of time. Exposure to hazards in this position is limited to those commonly found in government or home office environments.
  • The DOH campus is a smoke-free, drug-free, alcohol-free, scent-neutral environment.
  • This position may be required to conduct and/or participate in public health emergency preparedness and response activities.
