This position is part of the Learning and Organizational Development Division, a collaborative team led by the Manager of Learning and Organizational Development and supported by personnel analysts and program staff.

The Division partners across departments to build a strong learning infrastructure, equipping employees with the skills, tools, and resources needed to stay engaged, grow professionally, and deliver results for the community.

This position is fully in-person and based in the office; telework or remote work is not available.

Ready to step into a high-impact role? This position serves as the primary point of contact for the Cornerstone Learning Management System (LMS), leading both strategy and day-to-day operations.

You’ll manage system configuration, launch trainings, oversee user accounts and data feeds, troubleshoot issues, and deliver reporting insights as the LMS subject matter expert.

Blending technical expertise with creativity, you’ll develop and market training through engaging announcements and digital content, support online and in-person learning programs, and track training outcomes.

You’ll also manage Training Administration inbox inquiries, coordinate training requests, and ensure materials are prepared for in-person learning events.

Under general supervision, the Training and Learning Management System Coordinator will assist in day-to-day operations in support of Training functions for the Ventura County Human Resources Division.

PAYROLL TITLE: Personnel Assistant- NE: $71,985.30 - $100,789.30 annually AGENCY/DEPARTMENT: County Executive Office- Human Resources Learning and Development Training Division The eligible list established from this recruitment will be used to fill current and future Regular, Temporary, Fixed-term, and Intermittent vacancies for this and similarly situated positions only.

There is currently one (1) Regular, full-time, vacancy within the Learning and Development Training Division.

Personnel Assistant -NE is a management classification and is eligible for overtime compensation.

Requirements

Duties and responsibilities may include but are not limited to the following within these areas in Learning and Organizational Development:

Learning Management System:

  • Provides technical support for all LMS users, including responding to the LMS helpdesk, creating and updating resources to train and support learners on how to use the technology for online and professional development.
  • Assigns and tracks training
  • Acts as an internal consultant by gathering requirements and analyzing data to support agency LMS training needs.
  • Builds and maintains relationships with leaders and stakeholders to ensure all department specific training needs are met.
  • Collaborates with key stakeholders on opportunities to increase LMS engagement.
  • Works on assignments dealing with the routine and daily operation, use, and configuration of the Cornerstone LMS.
  • Identifies and communicates opportunities for process and quality improvements, providing feedback on usage, defects, and suggested enhancements.
  • Manages roles, permissions associated with Cornerstone LMS access, and sets up new user and sub-administrator accounts and maintains appropriate access
  • Oversees the management of user structures including the creation of user groups and learning audiences.

Training Administration:

  • Responds to inquiries and has oversight of Training Administration email inboxes;
  • Creates and maintains the training catalog, schedules trainings, coordinates event logistics, and markets training offerings;
  • Coordinates online learning programs;
  • Ensures adequate inventory of course materials and prepares materials for in-person learning events;
  • Processes requests for training and markets training by developing training announcements and related media;
  • Provides staff support to the Training Unit and performs a wide variety of technical assignments as assigned;
  • Monitors and records training activities and maintains database of training outcomes;
  • Compiles data from computerized LMS systems;
  • Interacts with vendors and County staff;
  • Conducts research for various training projects;
  • In addition to all of the above listed duties, performs other related duties as assigned.

Qualifications

Qualifications:
These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

Education, Training, and Experience
Any combination of education and experience which has led to the acquisition of the required knowledge, skills and abilities. An example of a qualifying education and experience is:

At least one (1) year of administrative experience that includes training administration, AND some learning management system administration experience.

NECESSARY SPECIAL REQUIREMENTS:
  • Strong skills in Microsoft Office (Outlook, Word, Excel, PowerPoint).
  • Experience utilizing virtual meeting platforms (Zoom, Microsoft Teams).
  • Must be willing and able to perform public speaking.
  • Must demonstrate a commitment in consistently providing exceptional customer service.
  • Must demonstrate excellent written communication skills within the employment application and supplemental questionnaire.

DESIRED:

  • Cornerstone OnDemand experience.
  • Technical skills including troubleshooting and understanding of directory, file structures, and systems.
  • Proficiency using Human Resources Information Systems (HRIS).
  • Experience organizing and coordinating program activities in a fast paced-high volume environment.
  • Bachelor's degree in Business Administration, Organizational Development, Communication, Information Technology/Computer Science, or related field.

Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

If there are three (3) or fewer qualified applicants, an examination will not be conducted.

Instead, a score of 70% will be assigned to each application, and each applicant will be placed on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
