This position is part of the Learning and Organizational Development Division, a collaborative team led by the Manager of Learning and Organizational Development and supported by personnel analysts and program staff.
The Division partners across departments to build a strong learning infrastructure, equipping employees with the skills, tools, and resources needed to stay engaged, grow professionally, and deliver results for the community.
This position is fully in-person and based in the office; telework or remote work is not available.
Ready to step into a high-impact role? This position serves as the primary point of contact for the Cornerstone Learning Management System (LMS), leading both strategy and day-to-day operations.
You’ll manage system configuration, launch trainings, oversee user accounts and data feeds, troubleshoot issues, and deliver reporting insights as the LMS subject matter expert.
Blending technical expertise with creativity, you’ll develop and market training through engaging announcements and digital content, support online and in-person learning programs, and track training outcomes.
You’ll also manage Training Administration inbox inquiries, coordinate training requests, and ensure materials are prepared for in-person learning events.
Under general supervision, the Training and Learning Management System Coordinator will assist in day-to-day operations in support of Training functions for the Ventura County Human Resources Division.

Personnel Assistant -NE is a management classification and is eligible for overtime compensation.

The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements.
In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department.

ORAL EXAMINATION – 100%: A job-related oral examination may be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job.
Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
If there are three (3) or fewer qualified applicants, an examination will not be conducted.
Instead, a score of 70% will be assigned to each application, and each applicant will be placed on the eligible list.
Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
