Full Job Description

This National Guard position is for a TRAINING ADMINISTRATOR (TITLE 32), Position Description Number D0921000 and is part of the Florida National Guard.

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1 & 3 Only.

Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency WITH dual FL National Guard military membership; Category 3: All current military members of the Florida National Guard.

PCS: Permanent Change of Station (PCS) costs, MAY be authorized.

Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

Recruitment / Relocation: Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard.

FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation.

Military Grades: Officer: O5 SPECIALIZED EXPERIENCE:GS12 Must have at least one year of specialized experience at the GS-11 level or the equivalent which provides knowledge and/or experience in conducting and developing education and training programs; knowledge in Army education and training policy requirements; experience managing programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries; knowledge of audio-visual presentations, educational tests and measurements, and instructing techniques; experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and product; experience in managing the function of work to be performed.

Experience that includes leading, directing and assigning work of personnel. TEMPORARY PROMOTION- For Title 32 selectees only: This is an obligated position (incumbent is on a military tour).

If a permanent employee in the Title 32 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 32 position once incumbent returns from military duty.

If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition.

INDEFINITE APPOINTMENT-For Current Title 5 selectees only:This is an obligated position (incumbent is on a military tour).

If an on-board individual employed in the Title 5 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3).

If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated.

If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.

Major Duties:

As a Training Administrator, GS-1702-09, you will plan, develop, direct and manage training programs through subordinate employees who in-turn provide day-to day operations for the Regional Training Institute (RTI).

Develops policies, supplemental operating instructions and directives, ensuring that established admission standards, academic standards and leadership standards are adhered to and continually monitors the operation of the RTI to ensure effective and efficient operation.

Responsible for testing, screening and selecting officer candidates, non-commissioned officer school students and special school students.

Ensures standardized courses are taught in accordance with Army regulations and directives.

The training programs are Officer Candidate System (OCS) and Non- Commissioned Officer Education System (NCOES).

Resident, satellite, and five or more complex goal oriented instructional programs are provided by the RTI.

Graduates of the OCS program are eligible for appointment as an officer in the Army National Guard and are given recognition as such.

Noncommissioned officer programs conducted consist of Primary Leadership Development Course, Basic Non-Commissioned Officer Course, Advanced Non-commissioned Officer Course, and First Sergeant Training Course.

Responsible for various special programs conducted such as the Unit Commander's course, Tactical Officer School, Instructor Training Courses, OCS Orientation Course, and Non-prior Service Training Course.

Knowledge of the training institute instructional programs and budget projections is required.
