Job Description

Summary

This job involves overseeing the movement of cargo, passengers, and supplies for the United States Space Force, including scheduling shipments, managing logistics across air, rail, motor, and water transport, and ensuring compliance with safety and security rules.

The primary purpose of this position is to manage, supervise, and direct all traffic management functions performed by the Traffic Management Flight, which is located organizationally within the Logistics Readiness Squadron.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Supply Clerical and Technician Series 2005 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service.

Specialized experience must include experience that involved scheduling the movement of cargo into or through one or more freight terminals in the appropriate amounts in order to balance the flow with the terminals' capacity to accommodate the freight and the carriers' capacity to transport the cargo.

Knowledge of a wide range of traffic management principles, policies, practices, laws, regulations, techniques, and operations to include those concerning economics of transportation; commercial carrier operations and tariffs; hazardous, classified, extraordinary, and sensitive materials; and related areas such as storage, preservation, packaging, and US and foreign customs import/export requirements as these involve air, motor, rail, and water movements.

Knowledge of air terminal operations for passenger and cargo transportation including handling of such items as general supplies, pets, household goods, unaccompanied baggage, mobile homes, privately owned firearms/vehicles human remains, perishables, out-sized, and overweight items.

Knowledge of cargo and passenger deployment management functions and processes. Knowledge of safety and security regulations, practices, and procedures.

Broad knowledge of a range of contracting procedures including development of statements of work, source selection plans, and proposal analysis reports for the procurement of passenger travel, cargo movement, and personal property movement/storage services.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of a wide range of traffic management principles, policies, practices, laws, regulations, techniques, and operations to include those concerning economics of transportation; commercial carrier operations and tariffs; hazardous, classified, extraordinary, and sensitive materials; and related areas such as storage, preservation, packaging, and US and foreign customs in1port/export requirements as these involve air, motor, rail, and water movements.

Skill in using interrelated computer systems; planning, organizing, and managing a substantial function; mentoring, motivating, and appraising staff through subordinate supervisors; and analyzing complex information to evaluate options and make appropriate decisions.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Exercises supervisory personnel management responsibilities at least 25% of the time.

Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.

Plans and directs all cargo movement traffic management functions and passenger travel and personal property shipment and storage activities for the installation and DoD assigned area of operation.

Directs the small air terminal cargo and passenger operations.

Responsibilities in readiness, mobility, and deployment operations include providing technical direction, and management and evaluation of the transportation, traffic management, and unit movement aspects of the DoD transportation movement program on a worldwide basis.

Represents the Traffic Management Flight with a variety of installation and functional area organizations.
